They still behave
almost
the same. You're still moved from your current position to behind the target, which I would consider close enough to qualify as the same effect.
By that criteria, if a target is standing in front of a warlock portal then it's also the same effect.

What's the difference between a gap-closer charge and a gap-closer teleport?
You've answered your own question.
Seems to be the issue is with the language, which within the world of WoW tooltips, wording is king. To question "Do rogues have an ability that causes them to leap them behind the enemy" the answer is no. They have an ability that teleports them behind an enemy. To question "Do they have a gap closing move that puts them behind the enemy" the answer is yes. Fundamentally the end result is the same however that was not the issue.

One requires coding to calculate how to physically path a model through its environment to a location.
The other simply spawns a model at a location.

And if you want to be technical about it, all cat abilities 'require cat form', so there's no way any rogue ability is at all similar tooltipwise.
I think that claim was that Feral charge - Cat was an imitation of a rogue ability. No one said shadowstep was exactly the same as cat charge. Blizzard doesn't like exact copies of unique abilities, but you have to admit they perform pretty much the same function.

I'd like to see
Maelstrom Weapon
proc like
Sudden Doom
when we get 5 stacks. It'd would mean less button mashing for me. I know that it gives us the freedom to cast heals right now in a pinch, but still, I'm a lazy bastard.
Yea, you can keep being lazy, I'd rather have the option to launch whatever I want at my target, be it a LB, CL, or HW. I actually like that we have a few things to keep track of, it's one of the things that drew me to Shaman in the first place (Totem Strategies).

meh i'm not seeing how heroic leap would work for a shaman, but i could see something like a shadow step where you were taken by the wind or something like that
