Why isnt Toggable Cleave and Heroic Strike available yet?

Ok, can someone please explain to me why we can't toggle auto-casting of such specials as Cleave and Heroic Strike yet? The developers themselves said they would like a mechanic so that we wouldn't have to constantly queue cleave and heroic strike rage permitting of course. Why isn't this in game yet?
It's not like the mechanics are anything new. As I'm currently leveling my hunter alt, I see it right there on the hunter pet toolbar. They can toggle which special effect or abilities you want your pet to cast depending if they have enough focus. It's pretty smart as well in that it doesn't go off unless it's really attacking anything. There's a nice shiny yellow box that sorta sparkles to show you have it on or off as well.
It's in the game already, why haven't they applied that to our Warrior rage dump abilities? Are they just being lazy or is there another reason?

They are willing to automate pet attacks like that, but not player abilities. Also, a toggle would result in rage starvation for most people if left on, so it would need to be toggled on/off throughout a fight, since it shares a resource pool with more important abilities. I have a feeling the warrior class will undergo significant changes for Cataclysm, since they have been saying they want to redo the rage mechanic for awhile now.

Ghostcrawler has specifically mentioned that they were considering a toggle for heroic strike (presumably cleave as well). So there isn't some sort of rule preventing them from automating player abilities. Besides, it would be no different than how it works now except for cutting out a ton of buttonmashing. The actual decisions to be made by the player would be no more automated than they are now. Just leaving it on would be fine in some cases, but could rage starve you otherwise.
As to why they haven't changed it yet: First, they don't change everything overnight in this game. Look at hunters, they won't be getting focus until cataclysm. They still haven't gotten the ammo 'fix' they were promised many patches ago either. Second, they might indeed choose to address this issue from the opposite direction: Changing the rage mechanic that lets us/forces us to spam heroic strike/cleave in the first place. If our pace of rage generation was similar to death knight runic power generation, there would be no spam involved. Of course, that would require them to compensate us in other ways for the threat and damage lost from heroic spam.
