I'm not sure anyone is suggesting that you get to choose a new name for your demon every time you summon it. That would actually be an incredible hassle. When you summon your imp the first time, you get the option to name him; from that point forward that's the name of the imp you summon unless you use an external method (like the Ownership scroll) to change it. I'm not entirely sure, but I'm pretty sure you don't summon the same demon every time you cast the spell. (hence the choice of a random name generator)
If the above is true, then adding the ability to choose a name for a demon that you summon would bring with it the need to rename your summoned demon each time your old one dies. Like I said, I certainly don't have any facts to back this up, but it's always been my understanding of why hunter's could name their pets and warlocks couldn't.

The only way to enslave an entity is to know it's true name. Therefore, the only reason a warlock can summon demons is because, through their research, they discovered that specific demon's name. That is why you always summon the same one over and over.
If your warlock decided to summon a demon with a different name, it would start at level 1. That specific one was not with you throughout your adventures.

I learned it on my own from a number of texts I have in my own possession that I really did not feel like digging up out of the garage. It is also a common archetypal theme in story and myth.
