I agree that if Blizzard were serious about Shaman tanking, we would need a tanking weapon imbue. Instead of creating a new weapon imbue, why not rework
Rockbiter Weapon
(lol)? Its already there sitting usless as ever in our spellbook.
Blizzard specifically removed the increased threat that Rockbiter used to cause (and intentionally made it useless past level 30). They then baked lowering your threat generation into the talent that used to be Parry and is now Spirit Weapons.
They removed Shield Specialization, changed Anticipation from +defense skill to +dodge% then later lowered the dodge from 5% to 3%.
During an overhaul of Vanilla items they also replaced all of the Strength/Defense mail with dps stats.
The fact that over the last 2-3 years Blizzard has repeatedly and consistently removed, lowered, or replaced all of the legacy tanking talents from Beta should show anybody very clearly that shaman are not intended to fill a tank role - and more so, are not suited to doing it outside of groups specifically created to support them in doing so: a context in which basically any class can "tank".

While the Shaman Tank is an inevitable fail (with few exceptions), its still fun trying to figure out how to make it work, debating rotations, specs & all that jazz.
The exceptions mentioned would include

that Sternman originally linked, and I'm sure there are others like him out there however rare they may be.
I'm aware of the changes Blizzard made regarding tanking talents, spells and gear--and I don't expecting them to change them back--but like I said before, its just for fun. I mean this is afterall a game, isn't it?

why is it that when people think of a shaman tank that it has to be enhancement?
Casters can't dodge or block while casting. Enhance also has better cooldowns in Feral Spirit and Shamrage.
.... did i mention in my post at all that you would be casting lightning bolt (or anything that not instant cast)? you have 1.5 seconds in between frost shocks and survival gear for a shaman tank would probably not have alot of haste on it.
between refreshing lightning shield, frost shocks, thunderstorms, totems and oher such nonsense, i'm sure that you'll have no time to sit and wait for a 2.0 second cast time on a LB.
enhancement may have better cooldowns, but i dont think they can get the same threat generation compared to a frost shock every 3 seconds.

If shamans were tanks, they'd need some kind of aggro multiplier like how the other tanks have Frost Presence, Righteous Fury and Defensive Stance.
Either that or huge, huge, huge damage.
Another thing, you'd be going solely on dodge and block since you can't get parrying UNLESS you pick up Spirit Weapons, which also comes with a hilarious 30% reduction in threat.
All the stam and resil DOES equal a wall of HP but shamans just aren't made for tanking... Blizzard may have wanted it back in vanilla and the residual effects may have been visible in talents in TBC, but now the roles of the shaman are obvious.
Melee dual-wield DPS, caster DPS and a very unique healer. No way around that.

Casters also have virtually zero chance to dodge due to gearing. An enhancement shaman will have a lot more dodge due to agility on his gear. A shaman tank is already a healing burden, an elemental shaman tank has much less self healing, much less avoidance.
Moving to raid bosses, hit rating is much more severely punishing on spells than 1handed melee + shield.

Which is a largely irrelevant fact when the only significant source of threat available is Frost Shock.

If you're starting with a class that can't make decent amounts of threat, why also choose the spec that has the least amount of damage reduction and avoidance. From a healing perspective, enhancement is much more attractive.
I mean at some point you stop 'tanking' and it's really the rest of the group doing the work. If a well-geared enough healer can keep a mage up while the rest of the group chains misdirects on the mage, I wouldn't call the mage a 'tank'.
I'm not entirely sure I buy into tanking instances when the entire group has to significantly outgear the place. It is impressive, but with a bit of a bittersweet taste to it.
