If my math is right it takes +25def to equal 1% Miss, Parry, Dodge, and Block so that would mean with the proc you would have a gain of 5% Miss, Parry, Dodge, and Block. Plus the armor which is more dmg reduction and threat if you have armored to the teeth. What are yall thoughs? My money is on Quel'Serrar's.
100 defense rating is 20 defense skill, which is ~0.8% pre-DR miss, dodge, and parry.

long story short while the proc is active Quel'Serrar will yield superior avoidance and mitigation not to mention a hefty ~190 top end damage lead over Peacekeeper which for warriors and DW frost DKs translates into more threat
the only drawbacks are the expertise and socket loss, the strength is neglegable

And not necessarily a drawback, but certainly a tradeoff, is the speed. The slower speed does mean bigger devastates, but it means possibly less Heroic Strikes.
For me, if it dropped, I would probably use it most of the time. I'm currently using Sorthalis.

QS was poor in vanilla and is poor now. Itemlevel is all that keeps it in the running.
Defense proc: Meh. Armor proc: Yeah well, static armor (EH) would be better. Slow attack speed is a huge loss of TPS. The stamina is much lower than equivalent tanking weapons.

I don't have the weapon so I can't post personally on the proc's uptime. A comment on the item's page say nearly 100% uptime. If this is the case, QS would have a bit less stamina but the armor makes up for it (by a long shot). Less expertise (so ~1% to parried chance, already well over dodge cap). A bit less AP (~50). More avoidance, not less. More damage from Devastate, more damage from Deep Wounds, and the possibility of ~20% less heroic strikes.
It all comes down to how often that Proc is up. I'd love to get my hands on one and see for myself. Since it's an On Hit type of effect (as opposed to a Getting Hit), I could easily sit in front of a dummy for a long time spamming devastates and white hits and check out uptimes.

Looks are icing, and icing doesn't make a fecal cake tasty.
If the QS proc really has a near-100% uptime, the weapon becomes a lot more appealing. I just don't find it that likely at the moment, in the absence of any testing.

Regarding uptime, the comments say 100% for warriors and Death Knights, but on the paladin forums someone asked a question saying that they had 70% uptime.
The sword with 70% uptime is superior for survival to Sorthalis.
Not counting miss (due to DR)
QS (25) Sorthalis
0.63% dodge 0.24% dodge
0.63% parry 0.96% parry
0.63% block 0.24% block
~1% mitigation ~4 expertise
Of course, if it was 100% uptime it would be even better.
Then again, warriors do like them expertise...

The aesthetics of the quelserrer far outweigh any superior stat differences on the peacekeeper.

These QS uptime figures that are floating around seem quite... exceptional. I was assuming they'd put an internal cooldown on it, or give it a somewhat unimpressive proc rate.
