I imagine it could be calculated for spells that don't receive non-standard coefficients assuming the mined data has easily accessible information like whether or not the spell is aoe, does it have a dot component, etc.
EDIT: For clarification: I was speaking about calculated on Wowhead, not trying to educate you about how to do so :).

It's not that unlikely - they just reduced Healing Wave 1 to almost a third of what it was in 2.1.3.

Its a good suggestion, but spell coefficients change if you're 20 levels higher than the spell. I think its 20 at least. Bliz did this a long time ago to stop healers from gathering a mass of +Healing gear and down ranking to a rank 1 spell. I believe the coefficients go down more and more as you level further as well.
Theres also some rule involving 6 levels above the spell. I don't remember what it is sadly.
Hard to calculate an ever changing stat.
