I'm guessing you're doing ~1200 dps single target? Just double that to figure out what is the maximum most dps should be doing.
Let the group know that you are geared to hold against x amount of dps and if they go above that and pull it is their fault.

Your gear looks fine for starting heroics, altho if you can, you should maybe look for some hitroll when possible.
A bit of your problem might be your spec. You have alot of points "wasted" that could be used to increase your threat.
I would suggest a spec like
this
. And change glyphs accordingly. You will probably find it alot easier to hold aggro.
Don't use seal of command.

Perhaps. The 96969 is a bit more versatile i guess, when you jump in and out of it to cast a HoR or something, but sure.
To OP: Sometimes, it really is the tanks fault. :)

I would reccoment using Seal of Vengeance / Corruption instead of Seal of Light. If you have a healer, you don't need those extra little heals. SoV/Corr helps with threat (more holy dmg).
I have a similar problem. 4 epics and the rest quest blues, not def capped and 24.5k hp. People running heroics expect tanks to be at 32k+ hp and be able to keep up with a dps doing 3k+. In my last H VH run I had to spam Righteous Defense and Hand of Reckoning constantly to keep aggro off the Deathtard.
Our problem is that the upgrades we need come from badges and heroics, yet we're expected as tanks to already have gear. Do what I did and find a good guild to carry you through runs so you can get what you need and be able to tank their raids in the future.
Edit: Also, if you're worried about Expertise, grab the Glyph of Vengeance to go with using that Seal of Vengeance/Corruption. Currently I'm at 38 expertise, and when
Crusader's Locket
procs I'm at 58.

Yes the rotation I'm using is exactly this 96969 rotation... IMO the best rotation! and yes, as I'm gearing up, i'll try to get more hit rating and expertise for sure, I need it and I know, as I'll try more Stamina, Dodge, Block value and Parry as well!
The problem Hyperspacerebel, is that people just don't care about the tanker (and healers too, they suffer as well), They just push buttons and like to see great numbers showing up... to be in 1st in a dps meter is awsome for then, and at this moment, they forgot that they have to pay atention to the aggro! And they blame us because "we're a stupid enough to don't start tanking heroics with a Full Epic Awsome Gear! =S
I know. I have 3 level 80 tanks, two of whom hit 80 well after everyone else was Ulduar+ geared.
DPS are expendable. If they pull because they aren't managing their threat, let them die. The most they can do is rage quit, and dps are a dime a dozen.
You give them an inch they'll run a mile. Don't take any $%^& from anybody.

Haha, so true Hyperspacerebel. But if your guild is testing you out they may pull aggro intentionally to see how you handle it. My GM did that several times with Dark Pact to test my reaction time.
If it's a PuG dps, if they want aggro they can have it.

DO NOT use Seal of Command. Blood Corruption procs off Hammer of the Righteous and thus you want to use Seal of Corruption for AoE tanking as well as single target tanking. SoComm is useless for Protection once you have SoCorr. You want Blood Corruption dots on all targets.
SoCom is amazing for heroics before you get the SoV libram.

is what you can get as a fresh 80, without running dungeons.
Due to the ease of obtaining the above gear set, I personally don't like to have people geared under that standard tank Heroics, as it shows a lack of effort.
Your armory, for instance, shows you missing leg enchants, belt socket, +22 stam to boots, +40 stam to bracers, and a meta gem in your helm.
After getting the easy, baseline gear set I provided above, I would run ToC normal until you have the equivalent of
this gear set
.
At 27k hp, and good avoidance, no one should be turning you down for a group.
Putting a good tanking set together takes relatively little time.

The 96969 rotation is only useful for long fights (i.e. bosses). It has no real burst threat, making it lackluster on trash. Trash is probably where you lose aggro to DPS more often, so let's just discuss that for now.
Here's how I handle trash:
1) Run to mobs while casting Holy Shield
2) Avenger's Shield when I'm about 2s from reaching mobs
3) Hammer of the Righteous (hits 3 mobs for massive threat - 4 with glyph)
4) Shield of Righteousness (hits one mob for mucho threat)
5) Consecration
6) Keep Hammer of the Righteous on CD as your #1 priority
7) Do whatever ability rotation you want.
Mobs don't usually last long enough for any real rotation to matter. It's all about burst threat on trash mobs. That is why you need to open up with massive burst threat abilities. Consecration, Holy Shield, and judgments are not burst threat abilities.
A) There's virtually no difference between the way you just presented your sequence and 969, other than the fact that your cooldowns will be out of sync.
B) If you were really concerned with threat you'd be using HoR and AS together on the pull.
C) No one is going to pull a HoR'd, AS'd, ShoR'd mob off you unless you're in blues and they're in T9. (If you want to AE the pack down, just skip the ShoR and open with HotR instead)
I HoR/AS as I'm running in, ShoR manually as I get in range, and then mash my 969 macro that starts with HS and HotR.
