I'm currently specced cookie cutter AR/Prep, and it's fantastic. But I have a feeling AR is going to get nerfed so, I made this build in an attempt to not change my game play to much, drop AR, and still have comparable damage.
Some of you may be thinking, No Ghostly Strike?! Imp. poisons > vile? Imp. evis? Prem?? So, hear me out.
The build is obviously tuned for small scale pvp (dueling up to maybe 3v3) And focuses on explosiveness. A typical run down might look like this..
Prem (2 Cp) - Cheap Shot (Assuming Initiative procs) (5 Cp) - Cold Blood - Evis (Reason for Imp. Evis) **Should still be stunned at this point, for this reason Master of Sub. and 2/5 Deadliness may outweigh 5/5 Deadliness** then..
Blind - Stealth
or
Vanish
Prep - So Cold Blood, Prem, and Vanish (if used) are up again. Then you can just repeat.
But what if you cant open with Cheap shot?! Thats where Hemo - Leth - Sealfate come in, to stack up damage and combo points.
Please rate with an open mind, and I'm aware of the talents lost in the Combat tree, and how good they are.

If they nerfed AR, it would screw over almost every raiding rogue in the game. Plus, I haven't heard anything about it.

I agree, but I know for a fact Blizzard is disappointed with so many rogues speccing AR/Prep, so I used "AR nerf" as an example of how they would nerf the build, beyond reducing Hemos front damage by 15%.

Unless you're fighting opponents who are quite under-geared (less than 300 resilience), SF hemo simply doesn't perform. Even if they're below this resilience threshold, it's still a lacklustre build when compared to its counterparts. SF only serves to provide faster combo point generation, something which isn't much of an issue once you've taken hemo (and premeditation) anyway.
I'd stick with ARPrep until 2.3, then switch to either combat maces or shadowstep hemo. Keep in mind that the subtlety tree has an overhaul incoming.

Yeah, it was completely experimental. And yeah I already respecced Sstep - Hemo, because I dont wanna deal with AR/Prep any longer.

Im currently spec'd 31/0/30 on my rogue with Hemo, and probably will be until the Hemo nerf hits. Maybe even after but we will see. I like it much more than the AR/Hemo because of the versatility the extra combo points throughout a match rather than banking it all on one move. Plus having two crit Evis extremely quickly in a 2s match is quite nice.

That was taken from the PTR.
However, I believe they're yet to implement the preparation nerf on the PTR, but it's still coming. Why? Three reasons.
Firstly, there's no way Blizzard would cave to the complaints this quickly, especially with some of the feedback indicating that a lot of rogues are happy to move on and consider other specs. With the unspecified subtlety tree rework that's on the horizon, it seems that Blizzard is aiming to make shadowstep the next ARPrep.
Secondly, you'll notice in that screenshot that shadowstep isn't mentioned in preparation - it's like the change never happened.
Thirdly, the preparation change is still listed in the PTR patch notes here:

Well, I've had a hell of alot more fun with shadowstep in earlier brackets, so I'll be happy provided they give sub better sustained damage somewhere in there.
