Hmmm, I like the OP suggestion of making the ret pallies more dependant on SP plate. That would solve some of the injustice of a complete set of gear dropping for only one class&spec. however, might I ask one thing:
If in years past there was different stats of "+healing spellpower vs +damage spellpower", then:
the +healing leather is resto druid
+healing mail is resto shaman
+healing plate is holy paly
+healing cloth.... disc and holy priest?
it used to be where healers of all sorts had gear drop just for them. nowadays though, its just pallies, thats the issue as i see it.
now personally I would love for the perfect retribution. Make the +spellpower plate worth something to a DK spec....that would be hillarious....

I hate the fact that as a priest as shadow i have to roll vs mage/warlock(which is fair they can only wear cloth too) lazorchicken's and resto druids on non hit cloth elemental shammies and resto again 0 hit pieces and pally (most shaman and pallies know spirit is bad but the pieces that are just int/crit/or haste they can use).
Most of the same goes for holy/disc healing spec since they changed spirit to be great for other dps casters.
Maybe some kind of talent that gives you extra stats for sticking to your designed armor set or even better a penalty for using say cloth as a holy pally.

Seems to me like this is another case of the "I'm a <insert OP class>, this guy is stupid because he is making sense and has a valid point, but if I allow it to be true, then all I ever hope and dream for will come crashing down".
However, lets provide some proof of point here. Lets look at the H-ToC drop distribution. I will not differentiate between hit gear and normal gear, b/c if it is truly an upgrade, then the hit should not dictate which class it goes to.
#cloth.sp: 3
#leather.sp: 3
#leather.ap: 3
#mail.sp: 2
#mail.ap: 3
#plate.mp5: 3
#plate.def: 2
#plate.ap: 2
Roughly even. Now, lets look at competition between specs. Assume you had 1 of every spec, of every class in your raid. Not theoretically possible, but you could be running with anyone else of any spec, so the competition can not be simply deduced to chance.
#cloth.sp: warlock.dps, mage.dps, priest.dps, priest.heal
#leather.sp: druid.dps, druid.heals
#leather.ap: druid.dps, druid.tank, rouge.dps
#mail.sp: shammy.dps, shammy.heal
#mail.ap: shammy.dps, hunter.dps
#plate.mp5: pally.heal
#plate.def: pally.tank, warrior.tank, dk.tank
#plate.ap: warrior.dps, pally.dps, dk.dps
As you can see, though the number of drops for each spec remain roughly constant, the number of people who would be rolling for the items fluctuates greatly; from 4 possible rolls on a piece of cloth.sp gear to 1 possible roll on a piece of plate.mp5 gear. Does that seem fair to you? Unfortunately, the same trend continues across all loot tables; the number of drops per spec does not seem to properly reflect the number of people who could roll on it. Though it is possible for your group to have multiple Holy Pallys, there is a much greater statistical possibility of there being multiple cloth.sp users, or two plate.ap users.
However, this will most likely be fixed with the upcoming stat changes in Cataclysm. From what I understand, Spirit is going to become a stat that every healer will want, and no one but healers will want. As such, gear distribution would be like thus:
cloth.spirit: priest.heal
cloth.sp: warlock.dps, mage.dps, priest.dps
leather.spirit: druid.heal ...
And so on. This will differentiate the gear choices a great deal more, and I think will solve the problem which the OP has stated.

If a cloth wearer rolling mainspec loses to a non-clothie, I would suggest finding a guild that doesn't have retarded loot rules.
Read Boomkin Best in Slots then come back with a less narrow mind set.
I got yelled at by a fellow officer for healing with the "mage dps sword" from Ony, then I told him how "smart" he was to focus on the hit on the weapon.
Similar loot ideals but guess what, other classes happen to have items that are just as good for them as it is for you and sometimes its not their highest armor type. However, if a pally/shaman rolls on a spirit item against a say priest and wins it, and receives it change guilds unless it was a side-grade for the clothy that rolled against him and a significant for the pally/shaman.
