I'm not sure I'd go that far. While I don't disagree that heavy frost is a great PVP spec, it just doesn't suit my playstyle. I used to prefer heavy fire before TBC was released, however a few months after the release of BC I tried a PoM/Pyro build. I always used to knock it for relying so heavily on cooldowns, but the fact is that these days its just as consistent as a deep fire build if that's the style of play you prefer. Make sure you spec down to 2 points in Spell Power, in my spec I have also specced 2/5 in Fire Power in the fire tree. I find that Spell Power coupled with Ignite does some serious damage, regardless of whether or not Arcane Power is on cooldown.
If you like the big numbers and heavy crits, I'd recommend a hybrid arcane/fire build (PoM/Pyro), however if you prefer survivability and faster casting speeds at the expense of lower damage, a deep frost build is the way to go.

As a PvP crit mage, my best PvP build up to now was a Arc/Frost build. Over Pom-Pyro and over Deep frost.
4k crits frostbolts ftw.
