Questing could up you a bit. Dungeons more. HC dungeons get you ready for raiding (I don't remember the ilvl requirement to get into HC, but I'd be surprised if you're there yet).
And you can buy stuff from crafters and off the AH, of course.

I have a lvl 90 mage but i have only 391 in i lvl :S I want to play raids and stuff like that, so i dont want to buy pvp gear :/ where should i get gear ? :S
You won´t be able to get into heroics for a long time.
scenarios (definitely the annihation one for the 450 weapon), quest through TS and DW and do Golden Lotus rep.

", this isn't Wrath / Cata, you actually have to progress through some steps.
1. Run normal 5 mans to get get gear and Justice Points.
2. Once you are JP capped, get a couple pieces of JP gear.
3. Fill in slots if needed with crafted PvP gear, Holiday rings, and whatever else you can pick up / afford off the AH to hit the iLevel needed for Heroics.
4. Run Heroic 5 mans to get 463 gear. Try to get in on a Sha of Anger group for the 470 boots as well.
Getting to the 460 iLevel is not a couple hour ordeal like it has been in the past. It is going to take some time, as unless you have a pile of gold to spend to buy crafted epics, PvP gear is only going to get you into Heroics, not LFR. (THANK YOU BLIZZ!)
If, as you say, you don't want to buy PvP gear, your best option is to quest out the higher level zones, and dungeon quests. But....don't worry as much about going into Heroics with a few PvP pieces. They are much better itemized this time around for fillers than in Cata. Just use them only where needed, and you will be fine.

im suprised you only got an ilvl of 391 when you reached lvl 90, when i reached 90 i was atleast 410-420 if not higher.
considering your ilvl is so low, do dread wastes quest it will bump your ilvl enough too get into heroics.
also do scenario;s has a chance too give 463 gear (thinks it was around 25% chance too get gear from the bag, might also be a bit lower)

like Azrile suggested, the ilvl450 weapon is a usefull reward when you just reached 90.

Actually, this expansion the Honor/JP gear is roughly the same strength. In fact, I would go so far as to say get the crafted PvP set if you can.
(i.e. get PvP blues to gear up a little)
