Piercing Howl is nice when you're trying to defend an ally against melee fighters, as it makes them far more manageable, but it eats up 10 rage every time you do it and since the effect only lasts six short seconds, you'll have to do it a lot if you want to keep it up (thus keeping you from using your more powerful abilities). Last Stand is nice as a quick self-heal when you're battling a bunch of enemies at once but the eight minute cooldown means you won't use it that often in PvP anyway.
Honestly? Neither one is really all that great in my opinion. Nice to have a times, but not a deal-maker in either case. However, if you plan to do instances on the side, I'd go with Last Stand, since that would be more helpful in both situations than Piercing Howl, which seems best when used to slow a mob from charging your party.

I agree with doublediamond410. Last Stand is primarily a protection talent & thusly for PVE (and this is where it shines incredibly well).
There are uses for it in PVP, but I've only seen a few wonky MS specs floating around with it.
Unless you're into a SBV build...which if you don't know what that means, you aren't looking for it, =P

For PvP? Piercing Howl hands down, not even a second glance at Last Stand. Last Stand is one of those abilities that, while nice, is more of a "Hah! I'm not dying to you!" ability that you use to taunt or last a few seconds more in a BG or in World PvP. Its cooldown restricts its usage on a regular basis, and as a result this is not an ability you should invest all your dreams and hope into. Piercing Howl on the other hand, is something you can use whenever you want, granted you have 10 rage (Which is minimal).
Piercing Howl is a short-range AoE Daze ability that will help hinder movement of all enemies (Mobs, Players, and otherwise) in a short radius around the Warrior. In addition, this lasts for 6s and can be used instantly without having to target any specific players, thus allowing you to ensnare pesky Rogues who'll just dodge your Hamstrings (Overpowers are nice, but a snare can be more effective at the same time) and to stop people from rushing out of your effective melee range to beat on your weaker allies. In world pvp, its usefulness is not as exceptional as it can drag mobs into the fray, which is not good for you. In BGs, it's great for helping out in Chokepoints such as in WSG / EOTS for slowing Flag Running groups, offensive packs of enemies, etc. In Arena, it can help you stop classes in most arenas while your weaker healer / caster allies rush around pillars / Line of Sight enemies while your enemies are dealing with a moderately frustrating 6s movement debuff, which is great till you can hamstring them or have an ally with better CC take over.
Edit -- Forgot to add this earlier, but Heroic Strike damage is increased against Dazed targets, which is a marginal increase to damage if you have the spare rage to use it in addition to Mortal Strike, Whirlwind, etc.

I guess it really depends on who you are out to get in PVP. Piercing Howl to use against classes that likes to run from you and use range attacks - in this case, mainly hunters. Last Stand when you go up against a melee class (melee class probably dont want to venture too far from you also) and that extra 30% health may save you (More effective if you have 10k+ health) or give you an upper edge if he just have slightly better gears than you. Last stand can also save you from dying after you kill that lock and his dots are still on you.
However, if I had to choose just one, I will pick piercing howl. Chasing someone on a mount can be tough when you can't get in range to use hamstring and piercing howl can slow them down.

Piercing Howl certainly has more utility in BGs because of the much, much shorter cooldown and slowing effect, but Scerkus (thread author) mentioned wanting to do instances on the side. Piercing Howl is more useful in a BG than Last Stand, but Piercing Howl is almost use
less
in an instance compared to Last Stand.
If he wasn't interested in instances, I would've said go with Piercing Howl, but as it is, I think Last Stand has an overall better usage for
both
situations instead of Piercing Howl which is really only useful in PvP.

Piercing Howl can be used in Defensive Stance when Hamstring is unavailable. It's wise to have piercing howl in the very real scenario when one of the other party members has not snared or rooted any potential runners. It snares all runners, it's instant, can be used in any stance, and conveniently costs just enough to pop it right after bloodrage.
This talent is a real winner. Let your healer worry about your health. You worry about managing the mobs.

I disagree, Piercing Howl has viability in PvE as well -- It can be used in ALL stances, can be used to help kite mobs while doing NO damage to disrupt CC / Generate hate, and it is almost guaranteed to land versus a Hamstring which may be dodged, parried, etc. If you intend on tanking anything higher than 5-mans (Normal/Heroic), you'll more likely than not want to have to full respec to Protection for increased damage mitigation / access to more Threat generating abilities.
