Goblin racials are utility oriented, but have little use in combat. Whereas the Worgen racials are all about combat.

* Darkflight - Activate your true form, increasing movement speed by 70% for 6 sec, every 3 min.
* Viciousness - Increase damage by 1%.
* Abberation - Reduced duration on Curses and Diseases used against you by 15%.
* Rocket Jump - Activate your rocket belt to jump up to 20 yards, every 2 min
* Rocket Barrage - Fire your belt rockets at an enemy within 30 yards, every 2 min. (Shared cooldown with Rocket Jump)
* Time is money - Cash in on a 1% increase to attack and casting speed.
* Better Living Through Chemistry - Alchemy skill +15, Your potions give more health / mana
Seems to me goblins have the edge for combat.
Both have a good means to escape combat (or chase somebody down).
Both have a 1% increase for combat ability.
Worgen get a reduced duration to curses and diseases
Goblins get an extra attack with their belt AND better potions (better potions is huge, specially if it stacks with alchemists stone)
Worgen can...skin faster...with no knife...
Goblin can summon a bank and get exalted prices 24/7
Goblins seem to have the edge in non-combat also for that matter.
Goblin racials blow Worgen racials out of the water as of their current incarnation. But then again I just like to stir the fires ~_^

Gnomes need a new racial, "Escape Artist" "Escape from all snares and movement disabilities" is now becoming useless with all the new snares that can't be dispelled b this
Dwarves are having their "Treasure finding" "Find treasure chests on the mini-map" removed because it is now uselesss once your in northrend. because they made sure no treasure chests could be found in northrend.
those are the only 2 who need to replace the old racial with new benefical ones.

Eh, I don't see it. The worgen 1% damage is
always
on, while the goblin one is on a cooldown (and
may
have a money cost, judging by the description).
The goblin rocket belt is a reverse of
Disengage
. That's really only useful on flat or downhill terrain. Uphill, you'll jump about a foot and get stopped by the terrain. While the Worgen racial is just a flat speed bonus, hit it and run.
"Rocket Barrage" shares a cooldown with the rocket jump, and we don't know how the damage scales. As a racial, it won't be anywhere near as powerful as your class attacks.
The potion bonuses are
great
... if you take Alchemy. It's not clear if you get added effect from
all
potions, or if the potions
you
make are more powerful.
The bank summons and pricing discounts are great... but not for combat.
So, the goblin powers are useful in
limited
combat situations, while the worgen ones are always useful.

* Goblins can be all classes except Paladin or Druids
