With 4.0.6 on PTR (i haven't joined PTR to check it) and reading their patch notes made me wonder about 2 thinks:
1)I heared that feral cat nerf to hell omgwtfbbq! why? mangle does 450% weapon dmg from 360 and shred does 450% weapon dmg too from 350% that means they buffed his burst dmg (and100% is huge buff) and they just nerfed 10% rake and rip.... the only bad is the swiftsifting thing about not snare,root! but why is that a problem? okok it's a huge nerf to druids but other classes don't have it and they use trinkets.. so we will use trinkets too
2)soothe becomes instant spell... can we use it while we are in cat form or bear form now?

Don't think you can. But I might have missed that change.
You CAN however use your racial (shadowmeld or war stomp) in shapeshift form. If you're a nelf or tauren at least of course ...

You can't use Soothe in a feral form.
That does not mean you should not have Soothe on your bars as a feral though.

For the record 350%-450% isn't a 100% buff. A 100% buff would be mangle/shred doing 700% of weapon damage. :P
And that buff is supposed to be compensation for the nerfing of our bleed damage, which would be totally cool if we also weren't going to be forced to rely on them even more due to the shifting change, and berserk change, and Cata having so many spazzy movement fights.

I believe the buff to Shred and Mangle damage is 360% --> 460%. I think you knew that, but your OP has the wrong values.
There's no telling how the bleed nerf is going to affect us given the greater potency of our direct attacks. It may truely be a "shift" in how our dps is delivered, with no huge nerf to our overall viability, but it's obvious that the more movement oriented a fight is, the more the bleed nerf will hurt us. But let's also consider that on stationary fights, we are getting a ~30% increase to Shred and Mangle damage, and only losing 10% damage from each of our bleeds. I know you can't compare apples to oranges, and DoTs amount to more overall damage per application (and are significantly cheaper NRG-wise per point of damage; esp. w/Blood in the Water @ Boss HP < 25%) than does a single Shred, for instance.
But does anyone think that this is truely a buff to our stationary fight dps? I'm at a loss till I see it in action, but I'd like to speculate a bit. :)
Foley has provides numbers that show the changes are a net gain on "patchwerk" style fights.
Movement fights will see a loss though.
