O.o
I'm....speechless....
Get the GM/officers to do something about him instead of taking it upon yourself. Then when he comes to you for your opinion, back THEM up.

Tell him, dead on. "This is not how you play Fury - heck,
any
- warrior." Tell him to either research how to play, or to ask you/around. Make sure you tell him it's absolutely fine if he asks you for help, but emphasize that many people will laugh at his gear (I don't want to see his spec).

Blade Ward on Claymore of the Prophet (Alliance AT 2h)
Has some enchants like +Fishing
Is Gemmed for Parry, Dodge and Spell Penetration
Uses Tanking Gear while DPSing
really?
i'd just tell him bluntly, because if he continues like that he isnt gonna contribute much.

Don't worry, it's not a
horrible
spec, he could have done much worse with it. But the gear, gems, enchants, and some glyphs are very funny to look at.
Yeah, I found him. Profiler FTW.
Anyway, chances are the officers are already fully aware of him but they're about as stumped on how to deal with it without appearing like pricks as you are. Tell them about your issues if you're sure they don't know.
At that point, you can either let the officers handle the situation, or you can take one for the team (with the officer's permission) and be the bad cop. Ask the guy if he feels he's doing a decent job. Ask him why if he says he feels he is. Say that you think he can do a lot better than he is currently doing, that currently there are a lot of things you noticed holding him back, and he can be totally leet and stuff if he makes some adjustments to his gear. He has commitment - come on, has obtained enough gold for epic flying and the Dalaran ring - so he can definitely do what it takes to improve himself.
If he refuses to see your point, then it turns from a situation about a poorly-performing character to a situation about a guy who might cause drama and possibly quit the guild. At that point, it may have to be left to the officers.

It seems to me that a lot of posters lose sight of one thing: It's a casual guild, moving towards raiding. A /gkick for a casual player in a casual guild, because he's casual... Somebody needs to have a conversation with this guy, so you know where he stands, and so he knows what's happening in the guild.
I mean, the name is Ministry of Silly Walks for Heaven's sake. No wonder there are some very casual casuals in it.

Of course not, Spookie, but it may well mean you don't take the time to research what you and I have. Being ignorant doesn't mean you're stupid, either.
What I'm saying is merely this: The guild used to suit him perfectly, right down to the name. Now the guild is moving, and maybe someone should take the time to amicably sort out whether he should move along with it.

I would find a new guild.
If the officers can't even find a way to tell him/her to shape up or ship out, then it doesn't bode well for more important decisions.
Anyone that needed help with gearing/specs usually got approached by our officers then told who could help them or they just directly asked if they were unhappy with being carried.
The best way to not come accross as an elitist jerk is to not be one. Offer advice, not '10 reasons why you suck'.

I think what most people are saying, is to help the guy. I'm in a casual guild and we had a warlock that was similar to this. 71points into destro, horrid gear, and no real idea of how to prioritize his spells. His DPS was abysmal. I took him to the training dummies after we fixed up his spec, and helped him work on a rotation. Now he's blowing up the meters. All it takes is someone to take a little extra time to work with the guy. I'm pretty sure that works in any guild. Casual or not.
