[Necro] Quest marker not showing up over NPC

Do you mean the exclamation/question marks above the actual NPC model, in the 3D world, not on the minimap? This only happens when you are 10 levels or more above the level of the quest. You can override this in the
tracking menu
, located at the top left of your minimap (if you have a gathering profession, you might know this) by enabling "Low Level Quests".
However, remember that this hiding of markers indicates that you far outlevel the quests in this area, that you get relatively few experience for doing them (and none from the mobs, indicated by their grey level number)
So, consider moving on to another area. The
Hero's Call Boards
(Alliance) and
Warchief's Command Boards
(Horde) in the capital cities can guide you to a zone appropriate to your level.

I cannot find any info anywhere related to this subject.
I was questing in a level 85 area I got level 86 logged out, when I lgoged back in again I couldn't see the quest markers above the NPC's heads, the quests I am trying to see are level 85-86, this issue persist with no addons turned on, I just cannot figure out why it has happened.
Does anyone have an idea how I can get the markers back on, they show on the minimap but I just don't see them above the NPC's giving the quests, if I hover over the npc I can see he has a quest for me.
I look forward to any ideas you might have

It could be a UI Display issue. Follow the instructions on
Resetting the World of Warcraft® User Interface
1.Completely exit the game.
2.In the Battle.net Desktop Application, click Options and select Show in Folder.
3.Rename the Cache, Interface, and WTF folders to CacheOld, InterfaceOld, and WTFOld.
4.Relaunch so the changes can take effect.
Note: If you have any addon managers, uninstall them to make sure they don't re-add your removed addons. If you need help uninstalling your addon manager, refer to the website where you downloaded it.

I had this problem too, I hit level 111 in Highmountain while trying to complete the Broken Isles Pathfinder and all the exclamation marks above the quest givers disappeared.
I think what's happening is that when you out level the level cap for an area it
immediately
treats all the quests in that area as trivial - thus they won't display unless you have Tracking > Trivial Quests turned on.
