There are no factions that award enchanting formulas in WotLK.
The only place you'll find an enchanting formula other than the shard trader is in Ulduar.

None of them; there are no enchanting recipes from the 5 main Northrend factions; just engineer patterns, tailoring, and jewel crafting.
If your talking about the actual enchants for them:
Warsong Offensive/Alliance Vanguard = Stam and Reslience head enchant
Wrymrest = Healer Enchant
Kirin Tor = Caster Enchant
Ebon Blade = Melee/Hunter Enchant
Argent Crusade = Tanking Enchant
