ratings are dependant on your level

as you level higher, the bonus you gain from ratings decreases

simple way to find out how much 20 haste rating will do for you is go to this item http://www.wowhead.com/?item=33388

Basically, melee haste makes your "white damage" weapon swings go faster, causing you to do more damage per time unit.

It won't affect your melee special attacks, as those are all instants and will execute immediately upon the button being pushed.

Slam is not instant!

And moves like heroic strike, raptor strike and maul is next melee which would be affected by hasted based on your swing timer
