umm... just use:
#showtooltip Sap
/targetenemy
/cast Sap
It will auto-target sap when you don't have a hostile target, but it will sap your current target if you DO have a target (ie. even if your current target is not your closest one).
If you want it to always target the closest mob (even if you have another target), you can change it to this, and hold a modifier key:
#showtooltip Sap
/cleartarget
/targetenemy
/cast Sap

The second one
is
altered by a modifier. Notice the conditional, that tells it to only do the proceeding action if a modifier key is held (shift, ctrl, alt). You could change that to mod:shift, or mod:ctrl to make it only function on one modifier if you want. The second macro IS the first, but with the added functionality of always sapping the closest target when shift is held down.
