Is there a specific race you're looking for for the NPC? If not there are a ton of different people within the Horde who would work, but if you're looking for a specific race of NPC, it's a different matter.

Really? I can't think of a single shaman in warcraft lore that had the gift of foresight.
The Orc shamans were called Far-Seers. I can't remember any time where they actually saw into the future, but with some bending they could easily have spiritually granted foresight.

Most shaman have some degree of foresight. I'm 98% certain they showed it to some degree in either Rise of the Horde or Lord of the Clans (perhaps both), but I'm afraid I don't have quotes on hand.

And there is a definite scene where a shaman sees into the future. Not gonna say which scene, you're gonna have to read it yourself... :P It's a damn good story.

Hey guys,
I'm currently trying to transcribe my character's RP bio, and I'm looking for an NPC in WoW/Warcraft lore with the following characteristics:
Willing to talk to Thrall, Sylvanas and Diplomats aligned to the Horde
Able to forsee the future or in a position where premonitions would not be out of character
Alive during WoW and TBC (or at least able to communicate with the living)
I've been struggling slowly through WoWwiki articles but I've come up blank except for Medivh but I really don't want it to be him as he's extremely major and the event in question is minor compared to the scale of problems he deals with. Thanks a lot guys :)
Prophet Velen is the only NPC that meets your criteria.

Supposedly, there are clues here and there (and I think I remember reading something about an NPC in Theramore possibly being her).
Also, like someone else said, Velen is basically the only one who fits the criteria (other than Medivh). And yes, he is willing/does talk to diplomats of the Horde, Thrall and Sylvanas. Even though he's allied with the Alliance, he's pretty neutral (he DID help the blood elves get their source of power back, after all).
Other than that, maybe a Naaru? I mean, I think they can visions and such.
Or maybe a furbolg, as there's the Stillpine furbolg on Azuremyst which conjures up visions of things that happened in the future (including what happened to Bolvar). So a furbolg shaman, maybe from the Timbermaw furbolgs as they're neutral.
