Some city guards can see through stealth. The Troll Roof Stalkers on the roofs above the Orgrimmar auction house, for example, can see through Stealth. I just took my rogue into Thrall's chamber and there doesn't seem to be anyone in Thrall's Chamber who can see stealth. As a matter of fact, I don't see any city guards between the western entrance and Thrall's Chamber who can see stealth, so you would probably have a fairly simple time getting all those people in there. Once you get in there and break stealth, however, you might have a hard time surviving :P
City Leaders are considered raid bosses (?? lvl Boss) and, as such, are 3 levels higher than the level cap (not your level, as someone earlier suggested). That means that they're currently level 73. When WotLK comes out, it's safe to assume that the city leaders will be patched to become level 83, accordingly.
As for how much Honor city leaders are worth, I was in a raid group of 12 people who took down Velen and Whisperwind a few days ago and each boss dropped about 80 gold and were worth only about 150 honor. It still said "HK: Leader" when they died, but they weren't worth much at all. It's really not worth the time to kill city leaders except for sh*ts and giggles and a little bit of gold, and the possibility of the opposing faction stepping in halfway through the fight is a risk you'll have to take at your own discretion.

So according to your logic, if I got 40 level 1's and raided an alliance city, I would be fighting a level 4 Leader? I'm not too sure about that...
Skull type bosses are the hardest mobs to kill in WoW. Their level is not displayed as a number, but as a death's head sign. These bosses have a "dynamic" level - when a numeric level is required for some calculation, they are considered to be 3 levels above the player character involved in that calculation. That is, if both a level 60 warrior and a level 65 druid both tank the same skull type boss, the boss will make crushing blows on the warrior as if it was 63, and on the druid as if it was 68. Similarly, the boss will resist their respective powers as a 63- and 68-level creature would. The first skull type boss that a player may fight with in PvE is Pyroguard Emberseer in Upper Blackrock Spire. There are also some skull type bosses that a usual player will not fight with, e. g. bosses in Capitals or Nessy in the Deeprun Tram.
