Leveling is leveling; it sucks any way you cut it. Which style do you like more? Use that style.
I can see Fury being a little easier because of the heals coming off of Bloodthirst. That's my only opinion on the matter (I leveled the whole way as prot).

Only advice I can give you is to stay away from fury til Late ulduar gear.
In top end gear fury does more DPS yes.

I found Prot > Fury > Arms.
Fury was better because of glyphed Bloodthirst. I found the incoming damage and downtime was the most with Arms then anything else but arms killed single mobs faster. I've leveled 3 warriors to 80.

I'm currently levling my second Warrior (32 atm) and I'm using Arms spec. The best thing about this spec is Over Power, which is the bread and butter of this spec. Get the Over Power glyph so that you can use it whenever dodged or parried. Works like a charm. Killing +10 levels higher mobs. Also Arms is viable for multiple mob killing in my opinion, better than Fury. Sweeping Strikes + Cleave takes them dead. Just keep Rend up and Over Power away.
yeah fury using cleave gyph swining 2x as many cleaves with 3x targets due to 2 white swings and then a whirlwind hitting 4x targets every 8 seconds for mobs arms can bladestorm and do there little aoe and on weak mobs that stay up 10 seconds fine they will outdps if they have a bladestorm but if mobs stay up any longer than 10 seconds fury will win that dps fight and on bosses fury beats arms. i lvled as arms played hardcore pvp as arms raided as arms for 2 months. then swapped to fury on the advice of our guilds Main tank. and next raid 1 day later i put out 300 more dps than the night before in arms. now 2 weeks later im almost 500-600 dps over the same gear in arms. I do think arms is a viable spec for PVP although hunters have replaced warriors in 3's Cleave which was warriors best place in pvp. but for raid dps fury.
note most 25 raids do take 1 arms 1 fury from what ive seen due to blood frenzy so arms isnt 100% non viable as a shamanisk class for buffs. and 1 battle 1 command shout.

You don't get twice as many cleaves. You only cleave with your main hand weapon, not your offhand.
And some punctuation would make your post a lot easier to read.

My Warrior is about level 74, soon 75 now, and from experience I can say that, pre 60, Arms will do better due to higher damage from 2 handers and more instant damage with better chance to hit that Fury. After 60, it balances out, as I have respecced Fury 2-3 times at level 62 and level 71. It's really just a matter of what you like best. If you were really a stickler on advantages, then Arms has great survivability/damage in Def Stance, due to talent increases in stam and Unrelenting Assault, which allows you to spam Revenge on a 1 sec CD with Shield Block. This has allowed me to solo countless elites ever since I have gotten that talent. I cannot comment on Fury's ability to take down elites as I did not fight any elites as Fury.
Fury will be a bit better on AoE and self healing compared to an Arms Warrior who is fighting more than 2 mobs and Bladestorm is on CD (Although that should rarely happen if you play it smart.) With Bladestorm and Sweeping Strikes, Arms destroys multi-mob pulls. If you're weapons aren't that great, then Fury
may
have an advantage in rage gen, although I never had a problem with rage after I got Endless Rage with my Heirloom Axe.
Fury has a stat advantage, since you can DW 2 2handers and because of Improved Beserker Stance. When I was Fury at 71, I had about 100 more str and about 1000 more hp (I had a green axe with 103 stam along with my heirloom.) Fury seems like it might be a bit more entertaining as well, althought that's probably just because I didn't know much about it. (Back then I just hit Bloodsurge and anything else that was up as Fury.) Bare in mind, that that last statement is an opinion.
In a PvE setting, both specs generally spec into the other tree for select talents, like Imp Execute, Impale, Cruelty, Deep Wounds, Armored to the Teeth, and the like. I also hear that, once you get adequate hit and 200 dps+ weps in both hands, that Fury can do better. In PvP, I hear many warriors on my server tell me that Fury is lacking compared to Arms, primarily due to it's miss rate. When I was 71, I PvPed some too and I noticed that Fury did seem to die a bit more, but that is likely due to my inexperience.
There are, of course, the minor differences, such as Fury has little use for it's enrage effect in PvE (Which I could only see as being used for ER, which you shouldn't need anyways.) Arms will have to spend less time gearing up on hit and maintaining fair dps weapons in both hands as you progress. After reading this, I can only return to my original point: Choose which spec you like best.

Fury needs les hit then arms.
/facepalm.
What do people have with that? Recently I saw a furywarrior in Ony10 with +34hitgems, when I asked him hit he replied "345" Go figur.

Way back a downside of leveling fury was 2 weapons getting outdated instead of 1 for playing arms. But since heirlooms this is no longer an issue.

All this talk about fury>arms is with both in BIS gear raiding, for the average player, the fun factor > all. There is no point in worrying so much about leet deeps until you start raiding, until then, play what you want. The difference in damage is minimal, the difference in playstyle is huge.
Also, there are a bajillion other threads like this /sigh

10-27 as Prot (before Taste for Blood, Arms isn't all that great compared to a shield)
27-60 as Arms or Prot (Still lacking Tgrip up till this point)
60-80 as personal preference (Arms is good, Prot is good, and Fury now has Tgrip)
80+ as personal preference (Fury will be a bit behind Arms until your gear improves but both are acceptable options as is Prot)
