You should concentrate on getting hit capped first. You want to be at 8% hit which is 263 hit rating. A good item would be the
Sphere of Red Dragon's Blood
trinket that drops from Keristrasza in The Nexus heroic. With regards to spec
0/15/56
is probably best for you at the moment. This will serve you well for 5 & 10 man encounters. You could stay this spec for raid utility if you progress to 25 man raids or switch to
6/14/51
. Gem wise you will be wanting to switch out to Agility gems. Don't worry about gemming for socket bonuses, generally the loss of DPS in using a Purple or Green gem to achieve the socket bonus isn't worth it. Depending on your gems the best way I find to achieve your meta requrement is to use a
Jagged Forest Emerald
. This counts as blue and yellow gem and the red requirement will be taken care of by your agility gems.
This
is the current best meta gem for Hunters at the moment in PvE.
You also will not have a shot rotation, rather a shot priority. You just work your way down the list until you find a shot off cooldown. The priority I used when I was Survival is:
Kill Shot > Explosive Shot > Black Arrow > Serpent Sting > Aimed/Multi Shot > Steady Shot.
Hopefully that is a bit of information to get youstarted with Survival. There is also the Helpful Threads sticky at the top of the page that will give you more information as well.

Cookie cutter spec

build until you min/max enough to ensure you will have enough replenishment to keep your mana up. If you PuG any (sounds like you do) then you will need mana.
I prefer to use

since agility is a higher dps per point than crit.
but it doesnt fulfill the green and yellow slots like his does..which is why hes using it in the first place.
There is no green socket. An orange gem like
Deadly
or
Deft Monarch Topaz
will also fill out your yellow socket and happen to have agility.

Something to check your spreadsheet on for yourself, because for me, no it isn't. Yes, glyph of Arcane Shot is bad, also yes, Glyph of Serpent Sting is pretty good. Let's call someone stupid for suggesting a Glyph that does in fact increase DPS.

Before you spec, gem, or enchant anything for hit, immediately go out and buy
chest
and
boots
, soon as you log in. You already have the rep, and that is a free 71 hit rating. Put either of the gems I named earlier (
Deadly
or
Deft Monarch Topaz
) for another free 4 hit, and that also will fill out the yellow for your meta.
Meta =

, as survival spec you will want to have, ideally, 1
blue
, 1 yellow, and everything else will be
agility
(since this is pretty replaceable gear,
the perfect green
will cost considerably less and works perfectly fine. I still have one in my gear.) Agility trumps every other stat for DPS, when comparing enchants or gems, 1 agility >2 AP. People will think you are weird if they don't understand our talents, just insist on agility.

With regards to meeeting your meta requrement, a purple
Shifting Twilight Opal
does give more DPS than a green
Jagged Forest Emerald
. I would use the purple if I had yellow hit gems to meet my blue meta requirement, but if you are hit capped through gear you should only have red gems on one green for your meta requirement. This means that you will have only one gem that isn't red maximising your potential DPS.
As for Glyph of Steady Shot Vs. Glyph of Serpent Sting, they do vary depending on your gear. Hunters who have just turned 80 will see more DPS benefits from Steady but as you gear up this changes and the Sperpent Sting glyph will pull ahead. I would suggest using Serpent at all times, it increases the duration of your Serpent Sting by 6 seconds and removes some of the clutter from your shot priority making it easier to weave your shots.

Another thing i've found that helps me - dont wait for a shot to come of cooldown. Just before its ready, kick it a few times. With high latency connections it makes a difference.
