How to activate class hall after 120 character boost

A while back I boosted my Hunter to 120. While I have the Dalaran Hearthstone, full access to Broken Isles, world and other quests, etc. I cannot access the map or recruit followers in the class hall. I have looked in the areas where my other Hunters have been to find the quest when Dalaran was transported from Northland to the Broken Isles with no luck. So I am asking where do I pick up this quest to unlock the class hall? TY
