YES.
For any melee or caster dps, It's the 1st priority.
Missing a sheep, a kidney shot, a mortal strike or a fear can cost you a win.

yes its still very important, however the hit cap for pvp is a lot lower, i couldnt say off the top of my head but i think its something like 5%

It is 4% without abilities, but most shoot for around 5% with some people even going up to 6%.
I personally sit at 4.6% with hit off peices. I might lower this amount next season by going mp5 or spirit off peices, not sure yet.

What if you miss a CC when you are about to die / someone else is about to die?
You will also need 11% hit rating to never miss against a NElf Rogue that specced into miss talents (forgot the name).

You won't find one single PvP'er with real season gear get that much hit and win, ever.

No rogues ( at least good ones ) are specing into Sleight of Hand. So, the soft cap for 2h ( DK, war, ret ) is 5% and the hard cap is 7% ( for night elves ).
Ignore expertise on your gear. If you are a dwarf, an orc or a human, choosing a weapon according to your racials might be interesting but besides that, expertise is not a stat really interesting in pvp.

wat about expertise? can i say i ignore expertise because i have hit rating?
Go ahead and cap expertise. My feral druid has 30% dodge. I'll let you calc the expertise rating for that....

In TBC i think the consensus was 5.6% hit, however, expertise is too costly to itemize for in pvp gear, so I avoid it.
