Because apparently I'm doing it wrong.
Opening casts:
VT -> DP -> MF -> SW:P -> MB
Then I just refresh DoT's as needed, making sure MF doesn't get clipped, and making sure DoT's dont get clipped at the end of their duration.
Highest DPS I do in normal 25-man fights is 4400 to 4600. While the mages/warlocks/hunters/rogues are all around 6000 or more, and are at the same gear level.
Stats: (raid buffed)
Haste: 12% (or 17% with haste totem, usually there.)
Crit: 18.59% (or 23.59% with Moonkin)
SP: around 2950.
Meta Gem: 21crit +3% Crit Dmg
All gems are 23SP gems, except for two, for the meta.
What am I doing wrong that I'm doing a whole 1500 less DPS than equal-geared DPS?

In ToC25 tonight, first two fights, I was in 14-16th on DPS...at 4600-4800 dps.

so out of 25 we have 2-3 tanks 5-6 healers which makes 7-9 people you should be doing better than...which means ranks 18-16....yeah, not the most glorious potition to be in. but take yourself to MEAN more than just DPS (dispell, PW:S if needed, VE, mana burn if you like it, replenishment, ....)

im gonna go with crit here. You should maybe swap out your SP gems for SP/Crit gems to try and increase it. Try and get it up to 25% and see what difference that makes since pretty much all of your spells can crit, its a very big DPS increase to stack it once you hit the hit and haste cap

SP will always beat every other stat. There's no point gemming for crit. It isn't a "very big DPS increase" -- it's a smaller increase than stacking pure spellpower gems. Always has been, probably always will be.
EDIT: Fun fact, guys, we get 4% and 6% of crit that isn't displayed on the character sheet from Mind Melt. Kinda pointless to say "get up to 25%" with that in mind, regardless of how silly it is to say it anyway.
(FYI: There is no haste cap)
SP is absolutely the way to go. I ACCIDENTALLY left my holy set on for trash in VoA (so single targets) which has significantly more SP on it and realized I was pushing 5700 DPS (I got lucky and had only 2 misses!) and that was over a short fight. My DoT's didn't even have time to catch up!
This was about 500 DPS more than my regular Shadow Set which keeps me hit capped, but drops my SP down to about 2400 from 2500. It makes a difference! Shame I have to be hit capped. ;-)

then you explain to the OP why his dps is so low? I very much doubt he would loose that much SP gemming hybrid.

you stated 18.6 crit raid buffed, and thats very low imho. i have over 30% even without a moonkin around. dont gem for it, go for spelpower, but i guess your gear is not optimal ? (who knows hehe)

First, your in a 25man raid. Check for the following raid buffers:
Boomkin - Always
Mage - Always
Warlock - Always
Unholy DK - Unsure of DK's spec.
Ele Shaman - Always
Ret pally - Sometimes

Secondly, do you use any add-ons to track DoTs and to prevent loss of castbar times(latency cast bar)?
I do not use Addons to track DoT times, except XPerl, which shows Debuffs on the target, but Big Buffs is not working correctly, and it shows ALL debuffs huge, instead of just mine. And having three Spriests in the raid, I can't tell my debuffs from the others, sometimes. I'll try to fix Xperl, if not, I'll get a DoT timer.
As for castbar, I've got Quartz.
Third, do you know all the fights?
Of course. I know all Ulduar fights, and all ToC fights. 10 and 25.
Lastly, whats your spec?

If it's not already, click the Shadow button, as it's my off-spec of talents.
If you are missing any of the above and fix them youll probly hit 5k or more. Oh and I agree with not gemming crit. Just get a Crit trinket and try it out.
I've already got a crit trinket on, the Heroism badge trinket. I've done Razorscale numerous times on 10man, she refuses to drop that goddamn trinket! =/

Exception addon with a DoT timer and a CD bar. You have probably seen in when looking at ensidia Vids.
Personally, i use AG as it's much mroe lightweight. Try it out instead of xperl

Spec:
Drop Psychic Horror and get Improved Shadowform maxed. Take the points from Veiled Shadows or Improved Vampiric Embrace --You will get an argument as to which one you should have. Most people go with no Imp VE and full VS --- I personally like Imp VE but I think I am switching. Why? Because with all the raid damage that happens in these fights, the pushback is killing your DPS.
Armory:
1) Get 23sp gems in all the slots.
2) Get rid of that haste gem in your staff.
3) You are way over the hit cap for a Draenei.
4) You belt is nasty. Get a Sash of Ancient Power made or get the
Belt of Biting Cold.
5) you have too many hastes and not enough crits. 328 haste or so is fine (get 2 MFs between a MB), so for future gear choices, go for crit and not haste!

There are many excellent addons that will improve your reaction times to ensure maximum dps. Whether you use FaceMelter, ForteXorcist, Quartz, NeedToKnow, whatever -- I'd wager on a 20% increase in dps if you learn to use the tools correctly. Not everyone needs an addon like this, but I am not ashamed to use one, and I wholeheartedly recommend you do as well.
And I concur with Zhivago's point about haste; you're imbalanced in the wrong way. Socket purified in your staff and runed in your wand, and find more ways to get crit on your gear instead of haste.

XPerl updated, Big Buffs works fine now. (Properly shows ONLY MY debuffs as large icons, the rest of the debuffs are smaller.)

1. Not going to gem all 23SP right now, seeing as there's new content out, and there's a very high chance of me getting newer, better gear.
2. Nope, I need it for Holy. I use the same staff for both my specs. I do have a
Rapture
with +81SP, but when I tested it, I got more DPS with Icecore Staff...guess i'll have to test again.
EDIT: Just tested it. With Icecore Staff, I was hitting 3500 easily, with Rapture, I was just under 3200...the proof is in the pudding, i guess.
3. No I'm not, anymore. Check my armory, I updated my gear a bit.
5. Yeah, I kinda use a bit of my Holy gear for Shadow. I actually have too much Haste, and still have a second or so left on MB CD after using 2 MF's.
