Whenever you go as far as to delete both the WTF and Interface folders, it wouldn't hurt to delete the Cache folder as well, seeing as that is the generally suggested option for fixing UI problems that do not go away with a "/console reloadui".
I actually think I remember reading something about this on the technical support forums seeing as I am having an issue myself and it said something along the lines of a driver being outdated (I think?). You would have to browse through the gazillion threads
here
and see what you can find.

Are you using Windows XP/Vista or Mac OS X? I only know how to bring up the information for Windows operating systems, so I will have to look up the method for Mac OS X if you don't use Windows.

There is another method to check which GPU you have, as well as the driver it is using and various other information that Blizzard generally checks when they want know what is going on when it comes to the technical issues. You can use the method below on Windows XP and Vista:
Strike the
Windows Key + R
When the Run dialogue comes up, type in
dxdiag
When the DirectX Diagnostic Tool pops up, filter through the tabs and find the information below:
Sound Tab:
Name:
Version:
Date:
System Tab:
Operating system:
Processor:
Memory:
DirectX Version:
Display Tab:
Device Name:
Driver Version:
Driver Date:
Driver DDI Version:
