I've been leveling my warrior (61 now) with Heirloom items since level 40 or something. I've tried all 3 specs with twinked out gear (expensive enchant on pants, enchants on all other items) and these are my experiences:
Arms: Reliable and high DPS output. Overpower and Execute happen frequently enough. Huge rage generation. Always run in Battle Stance (because of Overpower). I haven't found a downside yet. Just Charge, Rend (keep it up), Mortal Strike, Overpower/Execute and fill up with Slam.
Fury: Capable of higher DPS, but much less rage generation than Arms. You'll often see yourself "miss" attacks due to a low hitrating while leveling up. I disliked this spec for two reasons: Easily rage starved, and secondly: No "filler" abilities to use in your rotation. I keep waiting in auto-attack to generate some rage and maybe throw in some Heroic Strike or something.
Protection: Surprisingly high DPS for a defensive spec. It's certainly nice to level with, especially if you farm multiple mobs at a time. Also works wonders for those random instance invites. You can actually tank. The downside I found was simply the fact that Arms had much more DPS going for it on single targets. And I like big weapons.

I leveled from 70 to 80 as Prot in Northren. I recently started playing my old 70 warrior on another server and went with Fury and TG. Its very fast, with little downtime. I picked up the glyph of bloodrage, so I return around 200 health per swing when its up. I can usually take down multiple mobs without issues and just tear through things. Haven't tried to solo the group quests yet though.
Problem with the heriloom / BoA items is that there isn't a good shield or anything like that. I you got enough badges and stone keeper tokens you can prob pick up the Arcanite Reaper and Truesilver Sword for TG DW'ing.

You people with your wrongs.
Both specs are very viable to level with. I leveled from 70-80 on my Tauren Warrior as Prot and am now doing 70-80 on my Human warrior as Fury. Can honestly say Fury killing is much faster. Both have little to no downtime but Fury kills one/two mobs faster than Prot. You can AoE as prot, but most quests don't require you to gather 5 or more mobs to AoE them down. Since quests are the fastest way to level and most quests have you killing one or two mobs at a time, I would suggest Fury.
The only way I would go Prot again is the following:
I wanted to tank my way through dungeons for 70-80
I wanted to grind pack and packs of mobs, but that method is so slow!
Note that it is easier to find a group as a tank, but you can definately find a group as dps too.

most of the posts here saying prot is faster have mentioned going prot at later levels. that is very likely true, but at lower levels it's pretty hard to make a case for protection leveling.
fury with BT and dual crusaders = no downtime. protection gets much stronger the higher your level.

Fury is the way to go for Warrior leveling. Once you hit 40 and get Bloodthirst (and Glyph it) you'll never have downtime again.
Samething for prot.
I leveled my warrior as prot and it has been as fast as any of my other characters.
The difference is that with prot, you can get 6-10 mobs on you at the same time and end up with 50%+.

I did pure prot Warrior leveling since 40 and it was a breeze. Not to mention I ATE anything that came my way, until DKs appeared in Hellfire.
Then I got Spell Reflect and I ate ANYTHING that came my way again.
I remember AOE pulling the whole pirate camp in Tanaris, or the peasants in Hillsbrad.
Anyhow, my heirlooms were the Polished Pauldrons of Valor along with the Battlethrasher, or however it's called, Sword. The one with the extra attack.
Thing is, it can proc off any of your melee strikes, so you are looking at 40ish rage in one fell swoop.
I didn't buy the trinket (Swift Badge of Justice) since its effect is minimal. I could see a point to buying the Inherited Insignia though.
