When Blizz was talking about how/why they decided to make/change
Glyph of Mind Flay, Ghostcrawler posted a couple interesting things
here on the topic. The interesting bit:
Let’s consider for a moment a glyph that improves your damage.
Your class is balanced around the use of that glyph. Why? Because the alternative is you are balanced without that glyph, and then when you take the glyph you do more damage than everyone else. What fun! Yet if glyphs didn't improve damage (or healing or whatever)
then they would feel merely cosmetic, like shirts or companion pets.
(emphasis added)So this means that if they created a Glyph of Ferocious Bite that had an effect that was inherently useful without a negative trade-off (A, B, and C in the OP's post all qualify), but it wasn't enough to take in raids (meaning still inferior to Rip, Shred, Savage Roar), the net effect would be a nerf on the original function of Ferocious Bite.
So unless the "Glyph of Ferocious Bite" did something that actually made it worth taking in raids (which would be pretty hard since you usually FB like... twice per boss?) the net effect would be a nerf (a rebalancing around the Glyph's effect).
Now I'm not saying this is necessarily a bad thing, FB is more of a solo / pvp talent anyways, so if the Glyph was completely focused around improving that use, I'm sure no one would have an issue if the net effect on PvE use was negative.
So the solution I see is to either make it conducive with Raid usage (somehow better than Rip / Shred / Savage Roar at increasing sustained PvE DPS), or specifically tune it toward a PvP-use buff.
PvE Ideas: In order to make this work, it would almost surely have to interact in some way with Rip, Shred or Savage Roar. Perhaps something like:
Your Ferocious Bite has a 20% chance per combo point to refresh the duration of your Savage Roar to its 5 combo point maximum.
Your Ferocious Bite has a 20% chance per combo point to add 10 seconds to any existing Rip debuff on the target.
PvP Ideas: I don't really PvP, so... here's an attempt:
Your Ferocious Bite also silences your target for 1 second per combat point.
Your Ferocious Bite has a 10% chance per combo point to cause your target to cower in fear for 3 seconds.
