Porcell, regarding your proposed Expertise set.. Do you think giving up 1.3% hit will be an issue? You'd be 2% under hit cap with 198 rating.
Probably not an issue. Net, I'm still gaining 3.72% chance to hit the boss (7.32% hit + 8.25% Parry going to 6.04% hit + 13.25% parry), and I'm trading up for a better type of hit.
Sakkura's point still nags at me, especially in relation to what I saw with Ignis' apparently low parry rate. While I want to do my best in reducing my parried rate, it would kill me even more if I were OVER the hard cap on expertise and wasting stat points.
So I think in general I'm going to run with the first gear set with the 240 hit rating and the 33 expertise. I'll still get parried but I'll ensure that I'm (probably) not over the parry hardcap. IF there comes a time where I'm doing some really hard content, I'll take a look at recount and see if I'm getting parried, and at that time for that boss increase my Expertise and take some notes. Honestly the only bosses I could see worrying about tweaking my Expertise would be for Algalon and Vezax Hardmode; two fights were it's probably most important that I don't take parry-hasted swings.
Every other fight I can think of, I'm not really in danger of dying. Well... maybe Thorim 25 man Hardmode too.

As an aside, and maybe the reason for what you saw on ignis, that boss has parry haste disabled. It could be that since you weren't getting parried, the boss isn't getting hasted as often and therefore isn't swinging as fast; giving less opportunities for you to be parried. To my knowledge it's just Ignis and Kologarn that don't parry haste.

Honestly, a lot of people bring this up, but this "compounding parry hasted parry increase" just doesn't seem logical to me. I've even seen this used as an argument for a tank NOT to stack parry. "If I parry the boss' attack, that means my next attack is going to be faster which is going to give the boss another chance to parry me, and I might take more damage from parry haste."
Then again, maybe you are right. I am not an expert on parry haste mechanics, I just have a vague feeling of "It's bad, and the boss will attack me a little sooner than he would have."

So, just to add a datapoint here; Vezax's parry rate is greater than 12.75%... just ran the fight with 51 expertise and he parried 1 of my Devastates, 1 of my Heroic Strikes, and 1 of my Shield Slams...
Update, next pull, tried with 54 expertise, 13.5%. He parried 2 of my heroics strikes and 1 of my melee swings. I found a gear combo with 56 expertise, so we'll give this a go for the next pull.
(wish the stupid ranged would stop getting hit by Shadow crashes so we could finish this)
Attempt with 56 expertise on Vezax Hard... 83 devastates, 68 Heroic Strikes, 29 Shield Slams, 113 Melees, and 14 Revenges; no parries at all.
Another attempt with 56 expertise. 93 devastates, 61 HS, 26 shield slams, 106 melees, 10 revenges; no parries.
Okay, last one I promise. 85 Devastate, 69 HS, 34 SS, 119 Melee, 14 Revenge; no parries.
