If I need all that haste for that (1640 haste rating) then I quit my testing.
Sorry for all that rant.

I think the poster simply does not know the mechanics of haste, nor the rotation of a protection tank.
And if your running protribution, strength is your friend.

How does haste stack if I have a haste talent and haste rating?
Like .. 10% haste from the talent and 40% from haste rating.
Does that then give me a 1s GCD (10% + 40%) or can I multiply them (meanting 40 cpm go to 44 cpm from the talent and I then only need 36.36% haste from haste rating to boost cpm to 60, meaning a 1s GCD)?

This is referring to abilities like Sinister Strike, which already have a 1 second GCD. Haste reduces the GCD of spells (including melee-range spells like Crusader Strike) from their 1.5 second GCD to a minimum of 1 second.
This won't really increase your dps though, because you will still have downtime waiting for cooldowns.

Haste
Haste received some buffs in 3.1; namely for paladins we get 30% more haste from each rating point. Haste increases white damage and SoB/SoM damage by giving you a few more attacks against a boss;
haste does NOT decrease the GCD on our instant strikes or instant spells.
You will find plenty of it on our sets and pieces, don't enchant or gem for it. You need 32.7 baseline haste rating to gain 1% haste at 80, but adjusted with the 3.1 changes paladins require 25.2 haste rating for 1% haste.
The only two abilities that it does affect, from my research, is Exorcism and Consecrate.
Also, I'm fairly certain they would have said "does not affect Rogue or DK melee and ranged abilities" if it were just talking about Rogue or DK skills, since they are the only two melee classes capable of having a 1 second GCD.
