1-29 combat(just so effective), 30-49 sub( it gets hemorrhage), 50-59 ass (mutilate).
That shows you the best sides of every spec. At 60 I'll make a decision at what spec to level till 80. Depending how muti feels it either gonna be sub of ass.
^^ This has also been the case for me. Combat from 1 to 20-something is really the best way to go, but after awhile I felt like a sneaky leather-wearing Fury warrior. Rolled Sub at 28, and I'm absolutely loving it. Faster stealth movement, 4 second Stealth cooldown, combo points absolutely
flood
in, and your Ambush generally eats 50-70% of a mob at-level. Yum.
My rogue is only 29 atm, so I can't speak to a Assassination build, but from everything I'm reading it's superior once you hit 50 and get Mutilate.
As always, the bottom line is what's fun for you.
That's
the spec that will be most efficient, because you'll enjoy it.

Well the most efficient way to kill mobs is:
Combat build as a pre-requiste; Open with Garotte, hit Slice and Dice (SnD), Sinister Strike (SS) spam to an eviscerate, move on to your next mob etc. Dual wield Swords/axes for highest dps (with the Slash n hack talent) with dual Wound poison) - But it does, as people have already said, make you feel like a fury warrior in leather.
I'm leveling as sub (daggers) currently 65 and having a blast, tho i am leveling mostly by pvp, so its more burst friendly and people have very low (if any) amounts of resiliance. It can still hold it's own solo, SS > Ambush(+macro'd in pre-med.) > evis, hemo if req. till dead.
Use shadwdance if you get into trouble and you can pretty effectively take on 2-3 mobs with good use of Blind + double evasion (prep.)+ disarm.
In instances just open up with ambush (or garotte if your tank is having difficulty) into a 5 CP SnD then Hemo into rupture/evis depending on mob Hp. It's no way near as high dps as combat is, what with killing spree, blade flurry etc. but it can still hold its own if used properly.
As others have already said tho' try each of them and see what you like the most - personally i find Sub to be the most fun :)

Okay well since you asked;
"Combat is still the most efficient tree to level with as it provides you with the least downtime as well as sustained DPS combined with the situational burst damage to take down several mobs at a time. Be sure to spec all the way down the Combat tree first before making your way into the other trees. Your rotation is fairly simple. Open with Garrote, cast Slice and Dice, use Sinister Strike to build combo points to five, and Eviscerate. You should be using dual Wound Poison on your weapons." - taken straight from the Stickies go read the bit entitled "leveling" and look under the sub-heading combat if you really feel the need.
And yes sub is burst friendly, its pretty much all about the burst capabilities;

Open with Ambush and immediately hit a 5CP eviscerate...
I know its not sustained burst, and you have to pop CD's to get a full effect, but saying it isnt burst friendly is a little silly...
Okay its pretty well known that Sub isn't the best for dealing with multiple mobs, i'm just saying its not impossible to deal with 3, maybe even 4 mobs with use of a 5 minute CD (talented), stop being so negative. How about you actually try to play it before you go smashing it into the ground? Also shadowdance happens to have a 1Minute CD which helps massivly in taking mobs down. Jump off your high horse and see for yourself.
And when has hold its own meant, competitive for end raid dps... you sir, seem to be in a completely set mindset and un-open to the fact that just because it doesn't work at 80, it can't be used to level with.
