Frost Mage PvP Stat Relevance?

I just hit 80 on my Mage and am looking to start up in Arena. Currently, I have no idea what the hell I should be aiming for. Also, I'm aware Elitist Jerks exists, but I also have no idea how the hell to read what they write. It's too much information. In a nutshell, if there's a simpler explanation somewhere, or if somebody would be kind enough to straight up say "Haste > crit > sp > etc. etc. etc." that would be fantastic and I would appreciate it greatly.

Elitist Jerks is only a good reference for PvE, not PvP. For PvP, there are no rotations to speak of, and there really isn't an ideal stat distribution that you HAVE to go for.
As a frost mage, your offensive stats are broken down between Spell power and Haste. Crit is nice, but haste is the vastly preferred alternative. Haste lowers your GCD, makes your CC cast faster, stacks multiplicatively with Icy Veins, and increases the amount of FoF procs you get (on paper).
Spellpower straight up increases your damage. When deciding your gear at high tiers, you'll find that you have to sacrifice spellpower for more haste, or haste for more spellpower. At that point it's 100% personal preference. The difference between 700-500 haste is about 6%, which can either be considered a lot, or a measly extra .1 seconds off your frostbolt.
Before you reach that point though, you're aiming to get a base start of at least 400 haste, and above 2k spellpower.
Of course, important stats after that are stamina and resilience (but resilience not so much because mages rarely get focus fired, and dangerous situations for us can be handled easily with kiting+dispels+heals).

How much resil you taking into arenas, lately, Stranger?
I've been trying to different setups, one with a PvE Hood + Shoulders + Pants, and the other full gladiator (w/Platinum Disks), and I've been having more success with the latter. I just can't seem to get away with these low-resil setups that the best mages employ.
I tried that new PvE setup last night, and my 2's partner and I went 4-3 before he yelled at me to switch. We went 18-8 after that (we're still climbing). Should my strategy of approach just totally change when I swap these setups? I'm not used to entering battle like a scared little mouse.

In 2s, it's generally better to run with more resilience, because how quickly match momentum can sway.
Answering your question, I run at 880 resilience in almost full relentless, except for pve chest and trinket. I have offpieces that keep me above 2800 spellpower, and pushed me to 720+ haste, but I already mentioned I don't think the return on that investment is good enough. (Also, S7 gear looks wicked cool)

As a secondary question, what about hit rating? Is there a specific range I should be aiming for?

at LEAST 4% hit rating, but ideally you want 6%. You have to sacrifice a lot of stats for hit though, unfortunately.

Generally aim for 4% hit, 120-130 spell penetration, 600+ ressi, 1800SP+, 500+ haste.
