Save up for the T10 headpiece, it's itemized better for you seeing as you're waaaay over the hit cap.
However, if you're reluctant to lose your T9 2-piece, save up for the T10 chest first, and then pick up the headpiece.

U want 4pc asap like peolpe said, just dont buy the offset stuff first.
2pc is Awesome and > the offset belt
4pc is Awesome and > all other offset pieces.
4pc would be without the T10 legs, just get festergut legs out ICC10 or let a tailor make

Both legs > t10 legs.
Unless u roll as fire and then the t10 legs might be good for the hit requirements. I see u got the t10 legs already rotate them with one of the other legs, depending on ur active spec.
aah i see hit wont be a problem for u 484 hit is kinda overwhelming ;)

I've been looking into this for a while now and I find the above information interesting but that is not what I'm going to be doing for my mage. I only do pug raids and I've only stepped into ICC once for rep farming (because a friend invited me to go) and that went badly. What I do to get my Frost Emblems is run the daily random and the weekly random, I also pug 10 and 25 man VOA. That being said this is where I'm coming from. I also don't have a lot of interest or time to run ICC just so you know.
Looking at getting the 4 piece T10 set is absolutely the way to go. The question seems to be which 4 pieces are the correct ones to get and which piece will be you’re off tier piece. I went with having the chest piece as my off piece. I don't have it yet but that is what I'm planning. I purchased the T10 head and shoulders because I've been hoping for a drop on the hands and legs from VOA but have been unsuccessful in even seeing those drop (that is a different discussion entirely). So with looking at craftable and emblem purchases only and the above poster(s) about getting the set chest and making the legs the off piece I've done some checking.

I also added the gems and enchants that I would get and believe most mages would go for.
So if I go with the Meteor chest and the T10 legs this would give me slightly more haste and crit than going with the Lightweave legs and T10 chest. I know that doing it the other way around would give me more spell power but that is only 11 more. I consider the other stats that I would increase to be more beneficial to my mage.
This is just my 2 cents on this and feel free to flame me once you look at my armory page. I know about having the PVP pieces and what not, just keep in mind that I don't really do any raiding anymore.

I sill stand be my opinion that the T10 pants and off set chest are the better combo.

I didn't know about the bundled option, I'll have to check that out. I also havn't looked into getting any upgrades to the set because I not sure that I will ever see upgrades becuse I don't really raid.
Edit: I see where the Leggings of Woven Death would be a better choice. I don't think that I can start off with those as it will take me a while to get the 8
