THEORICALLY, TTW Fireball ("Torment Spec") is the highest dps, but its a margin that you will never see...
This isnt BC where only one spec was to choose in PVE, both specs are viable, play both and keep the one you prefer.
Im TTW and my friend is FFB, and some days im on top of the dps meters, some days my friend is at the top, both are perfectly viable.
If you prefer Fireball and the ability to buff one of your friend for 3% crit, go for it. If you prefer Frostfire Bolt and its stronger Blizzards go for it. If you yet prefer Arcane style of mana management (i found it alot of fun when i tried it out, but im sold out to fireball ever since forever)
There is no one true pve dps spec, go with whatever you want, become skilled and you can compete for the top of the dps. If you choose one and do horrible dps, before accusing the spec, i would consider doing some reading to know your spec. Practice makes perfect.

I've raided Ulduar with both and as mentioned, they both as pros and cons.
FFB Pros:
- Mana efficiency is stupidly good.
- 3% Hit from Talents.
- Good AoE with Blizzard.
- Good Burst with Icy Veins.
FFB Cons:
- IMO FFB is not a consistant DPS spec. You will get times where you are shafted by the RNG and your DPS will drop. FFB non-crits are low hitting so a fairly high Crit requirement is needed.
FB/TTW Pros:
- Consistant High DPS reguardless of RNG.
- Higher Crit from Talents and Glyphs (Focus Magic *drool*)
FB/TTW Cons:
- Mana hungry. As long as you time Evocation wisely, it's never a huge problem.
- High Hit requirement. If you don't have any raiding Boomkins or Shadow Priests and you do not have a Draenei in your party then you will need the full 17% Hit from your gear. I'm currently raiding with 450 Hit Rating on my Gear.

Unless your guild is clueless you should only need 368 hit for TTW/Fire. You should have at least 1 SPriest in the raid. If you don't, for what ever reason, and you're kitted out in at least 1/3 25 man Ulduar I don't see any problem with having FFB as your off spec. You should have more than enough crit to satisfy it's needs.
I wouldn't say clueless. I'd call it 10man. There simply isn't any raiding Boomkins or Shadow Priests in our guild. Our Druid players either go Tree or Tank and our Priests are always healers.
