You can now exchange 1 Emblem of Valor (25 Man) for 1 Emblem of Heroism (10 Man) from the Emblems of Valor Quartermaster. Obviously, it doesn't work the other way.
just read about that on another site and i was just wondering, is this a PTR thing only or will it be hot fixed?
OR will we have to wait till the next patch to get this?
i couldnt find anything that answered my questions

Its not going to be hotfixed in. You have to wait until patch 3.0.8 to be released for that feature.

Sounds good to me. For example lets say a person has 6 emblems of valor they got from being pugged into a guild's raid and there's not much chance it will be happening again soon, but they also have 74-79 embelms of heroism and want to get their chest, it will save those valor tokens from being a useless mark on their currency sheet and let them get that upgrade 1-2 hero dungeons runs sooner :)

Funny is I was reading a post on mmo-champion saying "Why won't they make something more useful for the casual player like 10 Emblem of Heroism for 1 Emblem of Valor?" (exactly what I was thinking).
Seems like a fair trade, considering you will have to run at least 2 heroics for an Emblem of Valor and the first item you can buy with them cost 25 Emblems of Valor.
If they did that, the whole system of having 2 different kinds of emblems would be complete and utterly pointless. Having the option to change a Valor to a Heroism isn't, true enough, a fair trade, but at least you'll get the option.
Think of it like this. You're the normal semi-casual player on a given realm, and the only 25-man you're seeing is a PUG VoA every week (or maybe just "now and then") when your faction has captured Wintergrasp. Either you can wait *AGES* to use your Valor-tokens, or just swap'em over to Heroism ones.
It's a nice thing to add, although it would probably be nice if 1 Valor actually gave more than 1 Heroism.

No, because if an Emblem of Valor was worth 10 Emblems of Heroism, then why not just make the cheapest Valor item (25) cost 250 Emblems of Heroism and be done with the swapping nonsense?
They're doing what they're doing so raiders don't need to waste their time with heroics to get the heroic stuff if they want, if they have extra Emblems of Valor.
A janitor doesn't get to use the executive bathroom just because he worked extra long.

Getting Emblems of Valor is more difficult than getting Emblems of Heroism, especially since you can only get 27 or 32 Emblems of Valor a week (depending on if you won Sartharion's satchel), which is only enough for the cloaks, whereas you could get 370 or 375 Emblems of Heroism a week if you really pushed yourself to do every heroic dungeon every day for a week in addition to raids, which is enough to buy you one of every type of epic the vendors sell.
If it's on a 10-1 basis, then that's 2.7 emblems of heroism more a week. That's not even as much as you'd get from actually doing a single heroic. If it's on a 1-1 basis, then that's 27 emblems of heroism more per week, less than you'd get from doing Heroic Nexus 6 days a week.
Whoop dee freaking doo. I'd rather save my emblems of valor for emblem of valor gear.
Also: You hand in your emblems of valor and get emblems of heroism. NOT the other way around. Cuz that would be stupid. Just in case some of you thought that.

The other way around though, is fine since if you want to buy a minor item you don't have to run heroics if you have a stockpile of 25's badges.
I don't see it as a problem that just because somebody can't raid a 25man for whatever reason means their not allowed to earn decent gear through other methods, so what if somebody has some good gear and is not a pro raider.
If Epeen means that much to people, show off your achievements with 3 drake sarth, 5min maly etc. Gear shouldn't be seen as being important for anything other than allowing you to progress further into the game.

Trading Heroic Embles with Valor would be...blah.
It would mean that even people who are just not capable of performing well in raids could farm heroics and some Naxx pugs while tagging along to some good groups and then earn what's ment to be 25 man raiding gear.

You dont need Emblem of Valor / 213 ilevel gear to do 25man raids. (side note: how would that be even possible?) You can do them just fine with 200 ilevel gear. So this person who doesnt have "decent gear" should do heroics and 10man raids first to get some "less decent" gear, and then he would be ready for the heroic raids. That's what I've done anyway to get my T7. Allowing ppl to get the most powerful gear there is in the game with only running heroics would be pointless.
Yes, I know the game can be a bit unfair for the casual players, but would it be fair to get the same gear by playing 2 hours a day, than the other player who has a well formed raiding guild that pushes through heroic raids every week?
To get gear, player(s) must work for it.

I didn't mean to say that people need good gear or they cannot raid, more the fact that people who don't have the time or effort for 25s who just play the game socially and prefer heroics. While alot may say that if they can't do the raids they shouldn't get the gear, with a 5:1 Heroism:Valor exchange for example it wouldn't mean their not earning that gear their getting.

Plus you don't need 25man gear for heroics.
And I reiterate my point earlier, if you can exchange heroism for valor at a rate of 5:1, then why not just make the valor items cost heroism, and cost 5x more?
Because that's ridiculous and it won't happen. If you want valor, just raid!

Very shrewd move by blizzard.
There are far fewer 25 man badge items any one character will need.
So:
Transfer Valor to Heroism.
Buy heroism loot (like BoA/PvP gear)
People have smaller stockpiles of Valor
New Valor gear comes out
People CANT buy all of the ones they want straight away, slowing the gearing process, reducing overgearing for new raids.
