Personally, it depends on what you're doing. For just PVP (like, battlegrounds) I'd pick whatever you like playing. Caster or Melee? In arenas, your partners class/spec is what should determine your spec, and vice versa.
As a holy paladin, I die to enhancement's wolves.
I do not die to elemental shaman.

Yeah, well, I'd say that the biggest downfall of a shaman is that they never really have too much control over the fight. They are easily CC'd and stunned. Purge in my opinion is the most powerful spell in the game. If a shaman can last through stuns, its pretty much over if purge is used properly.
Enhancement Shaman with Hand of Freedom is more of a threat than a Ret Paladin... because of: Purge. The burst is probably equal.
