All guides I've seen say Fallen Crusader on MH and Razorice on OH. But why?
Isn't FC just a proc that would proc just as often on the OH as on the MH? What's the point on having it on MH?
The main benefit of RI is the 10% debuff but it also has a minor weapon dmg increase so having that on the MH instead of the OH should give a small dps advantage.
What am I missing?

But why should the OH get fewer hits then the MH? Is there also a known bug (assuming I have 2.6 weapons in both hands)?

In the DW frost thread i have seen this come up before and if i remember correctly Eleazer says that it is to do with the MH hitting first therfore FC will proc in the quickest possible time compared to it being on the OH.
This means your attacks will benefit from FC sooner as it procs earlier.

Don't both swing timers start at the same time when entering combat?
I'm just guessing here, but it's likely because the procced attack from BCB isn't affected by Threat of Thessarian.

This with regards to FC :
Still the single best rune out there with an up time around 60 percent. This rune is an absolute must on MH. There is no discussion as to MH rune.
And for RI :
Finally RI's proc rates and damage is based on Main hand weapon and has nothing to do with your Offhand.
