Parry Gib really is not a factor in WotLK like it was in BC.
But the fact still remains that if you want to maintain high threat values you are going to need more than 8% hit while DW'ing. To get that extra hit rating you are going to have to sacrifice something, be it maximum health or avoidance.
The second factor, and probably the biggest factor, working against DW Tanking are talent choices. The reason it works for frost dps is because there are fewer good talent choices going down the frost tree. For tanks we do not have any "fluff" talents in the frost tree that we can discard with little to no impact to gain the 6 talent points necessary to allow DW tanking to work in the first place.
So which talents as a frost tank are you going to pull 6 points out of to pick up your DW talents? You could maybe drop the 3 points from Imp Icy Touch so long as you had someone else in your raids at all times to supply this much needed attack speed debuff. But then your relying on another toon to always be at your raids with you and also always be attacking the same targets your tanking. That would get you Nerves of Cold Steele.
The real problem though is how do you get Threat of Thassarian? You would have to drop 1 point out of either Blood of the North, Guile of Gorefiend, or Tundra Stalker. All of which are considered by most to not be optional. Now maybe if they raise ToT to a higher position in the talent tree so you can sacrifice something else to get it, like deathchill.
Another thing that it would effect in talents is now you would basically not even have the option to pick up icy talons at all. As it stands now its difficult to drop talents to pick this up, and would be nearly impossible if you were also taking talents to allow you to DW tank.
Still, as you can see, the real issue with DW tanking is not in stat loss but in talent point loss.

Let's give some examples as to the differences between speccing for dual wield and speccing for 2h tanking.
Here are the two 2h tanking builds I like
Without Imp Icy Touch
- The beauty of this build is that you get several tanking aids from Acclimation and Chillblains which are pretty nice extras to have.
With Imp Icy Touch
- I am a huge fan of Imp Icy Touch and looking at the max dps out put of DW frost dps it looks like this may be a better build for all raiding dk tanks. Though you lose the bonus of Chillblains and Acclimation those are more benefits to tanking and not to raid dps.
Without Imp Icy Touch DW
- A pretty basic build I believe without the loss of threat DW brings you will have to go Dual Disease in order to maintain threat levels. This means a loss of HB Glyph and the addition of glyph of disease. Truthfully i don't see a major loss of any specific tanking talents.
With Imp Icy Touch DW
- This is where DW get's hammered. I had to take some significan't points away from Threat production talents to get Imp Icy Touch.
Everything being said. I agree with Sam it won't be ridiculous to tank as DW just tougher, and a properly geared DW tank should be fine, though 2h would probably end up better.
