About as expensive to level as any other class, I would imagine (with possibly some exceptions; off the top of my head, somebody mentioned warlocks and hunters being more expensive to level than other classes due to having to buy spells for their pets as well).
Look at it this way: being a druid and buying spells for feral, balance and restoration is no different than being, say, a mage and buying spells for arcane, fire and frost.

Not to mention, money is so easy to make now in the BC before you are 60 that you really don't notice it.

I would actually say it is more cost effective for a druid. Especially if you take up 2 gathering professions, as opposed to crafting ones. I found I had more money on my druid with Skinning and Herbalism than I did on my mage with Tailoring and Enchanting. Also if you take into account that at level 68 we get flight form that eliminates the cost of the 225 riding skill (800g) and a flying mount (100g), I would say it is cheaper to level a druid.
Of course as Probow stated, the need for different sets of gear is a challenge, but there are ways to acquire multiple sets of gear cheaply. As a Feral druid, I try to get the best gear I can for Tanking, with a little emphasis on pieces to switch out for DPS if need be, and my healing set is all either quest rewards when there wasn't anything I needed to fill my Tanking/DPS set, or random world drop greens, since I am not asked to be a healer much if at all. Your actual experience may be different depending on your spec and style of play.

Do some instances and grab the blues that no one wants ;)
As for 1-70, druids in my opinion are the easiest class to level, and most third most effective as far as money goes (warriors and rogues being cheaper).
i hear that warriors was the most expensive class coz they really need good gear

Yep, Flight Form saves us nearly 900g, which eliminates any possible expensiveness before that. It's one of the best parts of being a druid.

Not to mention warriors having to upgrade to plate at level 40 as well as their mount, where as a druid is strictly leather (which is why I can sort of agree with the rogue being money effective, though they really need to spend the cash for good weapons/enchants to be awesome)

My current goal is to get epic flying mount, and for that I choose to get it on a Druid since they are way cheapest. Both in terms of leveling up, rinding skill handicap and zero downtime.

Gearing up for three (or four, as the case may be) different sets shouldn't be very hard - boomkins are the only leather casters and you shouldn't have much competition for leather healing gear either, unless you're running with an undergeared shammy. Since nobody else is going to be wanting the gear, just snag it when you run an instance and you should have your gearsets more or less complete in no time.
