Wellll, Hazlitt says it's necessary and Friedman says that unemployment is necessary in capitalist societies... Which sort of measures were you thinking of?
Hadn't really thought about it. I'd like to see welfare more controled. I would like to see some sort of audit in place. If someone isn't doing anything, and they could be, they shouldn't recieve welfare. For instance, some guy living with his girlfriend, sleeping on the couch, and playing x box his whole life, shouldn't get government money. On the other hand, a guy that has to sleep on his girlfriend's couch because he can't afford his own place while he does nothing but hand out resumes, conduct interviews, and volunteers at the local YMCA, that guy deserves society support. I know that abuse of entitlements is a huge drain on the economy. I'd like to see legislation that oversees entitlements a bit more stringently. On the other hand, this isn't really a priority for me. If the government can spend 32 million on studying the sleep habits of a migratory bird, then they can afford to help its citizens. I'd rather see EVERYONE that wants it, to get welfare, and at the same time, all the useless wasteful stuff government spends money on to stop.

Methinks hiring and funding the workforce necessary to investigate the
2,900,000
people claiming benefits in the US may be a similar if not greater cost to just paying the number of people who are in a situation like you described. Not to mention the delay to payment of the people who genuinely need the money this kind of red tape would create.
Also, I think you'd have fourth amendment issues with any system that would be able to detect if someone met your criteria. If they knew you were coming, they could fake it, if not, it'd be illegal without a warrant.

All this came to my mind. This is probably contributory to why I believe it is not a priority. I'm closer to "indifferent" than I am "against" entitlement benefits. I am wary of increasing them, though.
