Honestly, you pugged. You said loot was open, so as much as he sucked, if you let him stay and you didn't change the loot rules with him knowing, you screwed up.
If he was good enough for your group to get that far along in Ulduar, then that also says something as well.

If you say that loot rules are open, then they should be open
Next time while running a PuG, say beforehand: "performance or lack of it matters when it comes to loot distribution", or something along the lines

a) As everyone said, changing your loot rules halfway through is pretty low.
b) You forced him into a roll that maybe he wasn't as comfortable with
c) The fact that the Priest was your friend makes it seem as though you're even more of an unfair loot distributer.

Yeah if you did the above You were right if you Just gave it to the priest then you were wrong if 9 out of your 10 people didn't think the pally should get the shoulders well I would like my group to stay together over 1 pug than have it fall apart becasue that 1 pug sucked.

The priest needs to learn to deal with losing a roll and to stop using meters to justify changing loot rules when loot he wants drops. That item should have gone to the pally.
I'm curious. What made you decide to give it to the priest? You knew the pally had changed to healing during the run and would not have anywhere near the hps that the priest would. The loot rules were not changed when the group roles changed. The only thing that changed was your mind.
Was it the friend factor? I've no idea what it's like to be in a position where there is pressure from friends to give them loot they did not win, but if that is the position you felt you were in, then you shouldn't be ML in a pug with friends. Now that you've shown that you will cave in and hand loot to them over the person who won it, you can expect a few more whispers in future about loot.
IMHO, you owe the pally an apology and the priest should have kept his mouth shut. The pally may not have been a fantastic tank, but he got you guys far enough, then he willingly took on the job that he said he was best at instead of disbanding the group, then he got screwed on the loot.
If you have to ask if you did the right thing, ask yourself this: If someone did this to me, how would I feel?
There's your answer.

i dont think i need to say anything as the other posts pretty much summed up everything. if you set up the loot rules your expected to follow them weather or not the person is bad or not.

and yes if he was in ulduar, it speaks something of him, plus you should consider when running high level instances to actually set a rule to roll main spec and offspec rolls
I knwo alot of guild pugs and even regular pugs that have the open loot rules that if you change specs within the raid you are then considered to be in your main spec, but most of them do MS/OS which is the way to go.
But man you screwed up totally, and i really hope he went through dalaran and let people know how much of an ass you are, not to mention if you had reset recount for healing done you may have seen that he was acctually doing good, on the other hand theres the possibility that he didnt do so good cause he needed more gear for holy spec, which either he rolled high and won or not, that would have been an upgrade.....all in all its the people like you i hate raiding/running heroics with.
