Actually, I think a lot of people would already be really pleased if heroic instances (in TBC and possibly in Vanilla too) would be attuned to lvl 80 instead of lvl 70.
The heroic modes for TBC instances (at lvl 70) are kind of useless now anyway, so why not attune them for lvl 80 heroic mode instead. That way the number of heroic instances to play would be more than doubled. I am sure many players would be pleased.
But I suppose it's not gonna happen.

^^ This. I have a sneaking suspicion that level 60 guilds will become oddly popular in 3.2. Kind of like twinking -- it's a fun way to do something other than leading-edge progression raiding. I can imagine guilds that impose rules on things like talent choices and gear choices (e.g., no Outland gear for MC raids) to ensure that the content is done with the right degree of challenge.
There might not be enough interest for one such guild on every server, but keep your eyes open for them around the realms.

I would love to see Azeroth undergo a facelift - especially if it allowed flying mounts and opened up a couple of the "hidden" areas like the Ironforge Airstrip. Unfortunately, I had a couple friends who went to BlizzCon 2007, and this question came up on one of the panels; basically, Blizzard said that they had no plans to revamp Azeroth content because they wanted to remain focused (and keep the playerbase focused) on the new zones they developed.
On the plus side, I believe that old "expansion timeline" did show Grim Batol being opened up in the Planes/Emerald Dream xpac. I'd love to find out what the Red Fliight has been guarding in there all this time...

One thing to note: At level 58 you can go Outland. By 60, you could have quested through the majority of Hellfire Peninsula, run Hellfire Ramparts, etc. Many of the quest drops in this zone are better than level 60 epics! So, while people can still turn off their XP gain at 60, they still won't be wearing level 52 blues in their vanilla raid runs. Not to mention, talent trees have been completely revamped since then. Face it: you will never be able to raid at level 60 like you could before TBC.
I think that's the point of the guild restrictions - restrictions on equipment too.
Heroic old raids wouldn't be that hard to make.

If I recall, Blizzard answered this question in a FAQ recently too - the other point was that it was too much work to try to cover up all of the 'bare' bits in Azeroth that would be exposed by people on flying mounts. You'd end up with huge numbers of places like that bare strip of land under Stormwind that end up looking horribly boring. It'd be much easier to simply inflate the stats of Classic bosses. Problem would be balancing the fights...

I believe the original (normal) instances should always remain there for those at appropriate level to run/visit.
However, the heroic versions of instances have the sole purpose of being able to re-run the instances at max level. With heroic TBC instances aimed at lvl 70, this is not the case.
The first step (imho) should be to revamp the TBC instances for lvl 80, either in heroic mode (from 70 to 80) or in a different third mode (to have a normal, a heroic 70 and an epic 80 mode). Throw these in with the 'daily heroic instance" circulation, and lvl 80 characters have more than twice as much instances to run and have fun in.
A much more difficult but fabulous development would be to transform some raids to max level some of the TBC raids (Karazhan comes to mind). But now I am really dreaming I suppose.
