I admit I thru this together with some emblems, what I had in the bank and AH.
QUICK like, something new to play with
well first I am confused on Hit rating. I got on warcraft forms and there are people there saying 0
BS
so then I check around and some sites state 163 and others say max it out at 262.
Some of the gear I have is just to try and get hit rating up. I have better boots for example but no +hit on them.

I have 2 of the Lost Vanquisher items I can trade in...leggings and gloves but it looks like a sidewise upgrade to me...can someone give me advice on this.

hey for fun one of my buddies alts needed to run reg toc. After I got the rotation down some I tanked it with no problems in this gear
Of course on the second run our pally main decided to help. I could NOT keep agro over him.
So I made him go stand in the corner ROFL yea right :)

do I max hit before I do anything else?
I was so struck that I only had 209 hit even when I tried this stuff

Ok, it looks like you have a ton of questions, but I'll answer a few of them:
Hit Rating vs. Expertise Rating:
If you have less than 6.5% Expertise, then Expertise Rating is worth at least twice as much as Hit Rating (Hit rating reduces miss chance, Expertise reduces parry AND dodge).
If you have more than 6.5% Expertise, but less than 11%, Expertise and hit are literally identical in their effect on reducing failure-rate; however, when an attack is parried, the boss gains up to 40% haste for his next swing, meaning reducing parry chance via Expertise is more valuable than reducing miss chance via Hit. Bottom line: Expertise is pretty much always the right choice over Hit.
That being said, aside from the Parry-Haste reduction of Expertise, these are both TPS stats (threat-per-second). While TPS is important, sacrificing survival gear for TPS is best left to tanks who know a little more about what they're doing than you seem to (no offense intended).
If all you're doing is tanking heroics, then you can basically focus ONLY on TPS and still be fine (I, and others, routinely tank the daily heroic in full Cat gear, for example). Your problem in H. ToC was more likely a result of an improper skill rotation. Since you're not spec'd into Improved Mangle (good choice), you should be doing this:
Any number of Mobs (
ie. ALWAYS
):
Spam Maul on every swing (Macro it into every other ability if you wish)
1 or 2 Mobs:
Faerie Fire, Mangle, Fill, Fill .
3 or more Mobs:
Spam Swipe. (You could also mark a skull and do the normal rotation on him, as long as you squeeze enough Swipes in to hold the 3rd kill -- If your DPS is pulling on 3 packs, do this and instruct them to kill your target only).
Oh, and in case you didn't put this together from the first couple paragraphs --
Throw those boots away immediately.
Your glyphs are fine, I'd take Frenzied Regen over Savage Roar, but that's not a game breaker by any means.

Now, I wrote this up because I was bored, but you've spent 8 hours waiting for a reply... needlessly. 100% of the information I posted here is avaiable in the helpful threads at the top of the page. If you really want to get some skill at this Bear business, you need to gain knowledge, and there's a ton of it all over the stickies.

I am not clear on your statement do I need to put points into Improved Mangle?
where should I get them?

I put that in a macro on my attacks.
running toc....I have seen all the caster weapons and the mace drop. I have also seen 3 2H axes.
Never a marrowstrike. maybe it has a low drop rate LOL

No, leave points out of Improved Mangle. I meant your 0/3 is a good choice. (I'm not implying 3/3 is automatically bad, but 0/3 makes for a simpler rotation. The benefits of 3/3 are questionable, and therefore not worth the extra effort.)
If you're already mauling every swing, then just make sure you're doing the right "rotation" with your skills. Mangle, FFF, Filler, Filler.
It took me 24 runs to get Marrowstrike... It's like 10% off a boss that's there 50% of the time = 5% chance per run =~ 20 runs per Marrowstrike... then you have to win the roll =)
