Can Legion Mage Tower Tints for an unlocked appearance be achieved on a different character?

Sorry for the confusingly phrased title, I was having a little trouble explaining what I needed succinctly.
I completed the Mage Tower challenges for all three Death Knight specs back in Legion, as a result I have the transmog appearances for all of them.
However, I don't have all the tints of those appearances unlocked.
Now, I have a new Death Knight character that is not the one I completed the Mage Tower on back in Legion, and as a result when I go to the artifact interface in my class hall instead of displaying the unlock requirements for those tints instead it shows the X's and "No Longer Available", though of course I can transmog the tints I do have unlocked just fine.
My question is, if I complete one of the remaining tint unlock requirements (i.e. 10 RBG wins, or completing all legion dungeons) on my
new
DK, will the tint still unlock? Or do I have to meet the criteria only on my old DK from legion, who 'actually' has the appearances unlocked?

No, you have to do that on your old DK, as every tint also has the requirement that you have completed the associated Mage Tower Challenge.

Now, I got the mage tower skin on all my tanks, but on different characters I used in LEGION, but I decided to unlock all of the mage tower colors for brewmaster and guardian druid, so I did but ON DIFFERENT CHARACTERS (NOT THE SAME ONES I UNLOCKED MAGE TOWER ON).
At least I can validate that with 100% truth. You don't require to unlock colors on the same character you unlocked the mage tower on back in Legion. All you need is the same class AS FAR AS I KNOW.

That is grossly fasle. I just wasted my time doing it on another char and it did not work. It has to be on the same char.
Blizzard should really just change that..
