Nope, it is not bannable , but the reason of boosting is not killing mobs for experience, but for completing quests,group quests and instances.
And you are 100% certain about this?

Yes. Power Leveling is not bannable (assuming you're the one playing your character, and you're not having someone else do it for you).
Boosting
, however, is. Your terms are mixed up. Boosting refers to using a higher level character OUTSIDE of the party to kill large amounts of mobs tagged by the low level player (for example, having a group of high-levels pull all of SM:C and aoe it to 1% then leave the party so the low-level gets all the XP when they die).
That
type of boosting will get you banned (see Athene).

Well, specifically, it has to do with using the instance portal to reset the mob's agro list. If you do it out in the actual game world, it's not bannable because there is code running that reduces the XP gained if someone does more damage to a mob than you do.
The exploit (and thus bannable offense) is when you use the instance portal to reset the agro of the mobs at 1%, but they still have dots running from the high levels. Essentially, what happens is the game thinks that the only player in the instance (the low-level) killed all of the mobs solo, and thus rewards full experience for an elite kill way above their level, when in fact the 80s actually did all of the work.
Source: Look up Athene and the reason he was banned. He used the method I described above to hit 79 in under 2 days.

It's fine as long as the high level players do not leave the instance before the mobs die. It's a little confusing so I'll give you some examples:
Low-levels tagging (or leaching XP from) mobs that high-levels not in the party kill in the normal game world = OK
Low-levels tagging (or leaching XP from) mobs that high-levels in the party kill in the normal game world = OK
Low-levels tagging (or leaching XP from) mobs that high-levels in the party kill inside of instances = OK
Low-levels tagging (or leaching XP from) mobs that high-levels not in the party kill inside of instances = BAD (Specifically when the high-level drops the mob to <1% then leaves the instance, so that the kill credit goes solely to the low-level)

I suppose the definition of the term isn't universal. As long as the high-level isn't zoning out of the instance right before the mobs die then it's fine. The only time boosting is bannable is when it circumvents the XP reductions that were put in to counter the tactic (see my examples above, you'll notice the only bad one is when you get 100% full xp while not doing the work for it).
