Wizzard - if you've picked up anything at all from this spec, i hope that it's that there is no "best arcane pvp spec".. it's really difficult to cookie cutter pvp specs like it is pve specs. Basically you just have to tool around with what you think might work and try it out. Trial and error is the best way to figure out what works for
you
in pvp.. cause what works for you might be god awful for someone else.

When it comes to the choice between Pyroblast and Icy Veins, to me the choice is clear. Forget Pyro and use your PoM for an Arcane Blast. My favorite combos involve hard-casting 1 or 2 Arcane Blasts, then PoM -> Arcane Blast for a buffed nuke with a 50%+ crit chance. Using PoM for AB then further buffs your finisher - either AM or ABarr. When comparing the damage between Pyro and AB, the only way Pyro wins out is with an Ignite proc.
Again, your PoM spell should have ~50% chance to crit, so you would see Ignite a good deal of the time. But Icy Veins is still superior if you ask me. If you want to truly rock people you are going to need to get off some Arcane Blasts, which can be difficult since it opens your main line up to counterspells. So faster Arcane Blasts will help in many PvP situations. Pyro would help...almost not at all. You already have a nice big nuke to use PoM on.
Just to touch on some other talents, here are some must haves:
Arcane Stability. This talent is simply amazing. What other caster can
eliminate
pushback on their nukes? If you don't have this you can forget about reliably getting off Arcane Blasts or Arcane Missiles - which comprise about 2/3 of your nukes.
Magic Attunement. Every PvP caster should have the improved range talents for people who are running away, open field excursions where you don't want to expose yourself on the front lines, etc.
Torment the Weak. I open with Slow in 100% of situations. 12% damage on all my nukes for one GCD? Yes please! Dispellers will negate this, but in a BG situation that shouldn't be a problem most of the time.
The real choice, in my view, is whether you want to work with Shatter. Personally I just really don't like this playstyle. I have enough to pay attention to in PvP without having to watch for when a target is frozen. And freezes break so easily without all the supporting frost talents, that much of the time the target isn't frozen by the time my AB would land. I just find that if I Frost Nova someone, and then stand there casting a nuke, it gives them plenty of time to prepare. The Warrior pops Spell Reflect. The Paladin probably already used Hand of Freedom and isn't frozen any more. The Rogue vanishes before the nuke goes off. Et cetera et cetera. So Shatter combos are not my cup of tea, but many Arcane PvPers are a fan.
So my spec works out to

. The only thing I wish I had that isn't included is Arcane Mind, but I feel it's worth giving up for other talents. Many Arcane PvP spec's don't include Netherwind Presence; but again, to my mind successfully getting off ABs is key, so speeding them up a bit is worth 3 points to me.

I thought ABarr would comprise about 70% of your spells, not AB or AM, as they are too risky to be casts all the time.

Yeah, 2/3 may be a bit of an exaggeration. Obviously you can't just stand around spamming AB all day. But if you're casting mostly just ABarr that's not gonna be enough burst to drop much of anything. Usually I'm using a lot of combos like AB -> ABarr, or AB -> PoM+AB -> ABarr -> MB. There's usually enough time to get one AB off at time, but not much more than that.

The thing about casting AB is not the pushback, it's the fact that it opens you up to be counterspelled.
I usually only use AB and AM when I know my opponents has blown their interrupts. :)
