Something within two spec slots of this:

I certainly wouldn't recommend it, though. What is your specific situation?

The spec I just made up on the spot pretty much takes all the attainable abilities that up your damage. You'd be the epitome of OOMkin with that build.
If you want to take everything into account, moving around at the right moments, cutting exactly the amount of mana recovery, etc. go to elitist jerks. I'm sure they have the currently top spec for Balance over there somewhere.
It's basically a matter of knowing when/if you can shave off mana recovery and take additional damage instead. That depends on your raid composition and you gear.

Go starfall or go home.
Upon further review, that spec is just straight up bad.

Hymer has no idea what a good spec is.
Pure dps with no feral keeping up FF in the raid =

Guys, it was my very POINT that the spec is useless. :)

Then why post a spec at all - it only causes confusion. If someone asks for a spec don't post a horrible spec and then cryptically tell him you were kidding in a later post, you're only setting the OP up for the possibility of a mistake being made. Just say to go to EJ if thats what you want to say.

Very well, I shall endavour to cause less confusion in the future. Just one question: What did you think I meant when I wrote
I certainly wouldn't recommend it, though.
?

From the way you wrote it, it made it sound like you weren't recommending it due to the fact that it lacks mana regen, as opposed to the fact that it is simply a horrible spec. It is a situational spec that really only becomes viable once you have high enough gear levels and a consistent ideal raid setup, and it is generally not recommended unless you are really serious about doing decent dps. There could have been any number of reasons you said you don't recommend it, but it seems counter-intuitive to assume that you said so because it was bad, because you just posted it. Why would you post something that was bad and then tell someone it was bad?

Now that it's sorted out, I'll just go edit my initial post, so we're sure nobody uses this spec. brb

split the last 4 between intensity and gale winds depending on your need for more mana regen or aoe damage
get a feel for the range of starfall asap and then use it whenever possible without losing control of it.
there is no real rotation for boomkin dps, it's more of a priority list and i'm glad blizz steared us that way.
be sure to get a faerie fire on the target then your dots then start with wrath.
wrath during starfall eclipses, starfall during wrath eclipses, refresh your dots between eclispes, treants when they're ready and there aren't aoes that'll waste them, and starfall whenever it's ready and safe to use.
typhoon is for pve fights like gluth and xt and pvp/soloing but for 1 talent it's well worth getting this niche spell

I've been experimenting with which is better to start eclipse rotations. Spreadsheets may say different, but to me it feels I do more DPS starting with SF than wrath. Wrath may put out a little bit more dps, but I get my eclipse up faster by using SF. I've seen 5-7 wrath crits go by without a proc whereas I rarely go past 2 SF's to start my wrath spam with for uber DPS. I can easily chew through 40-60k health in one SF eclipse. I guess it just feels more reliable with SF.
Just my opinion.
2 SF = 4 wrath casts
Probabilistically using wrath to prob Lunar Eclipse is more likely by nearly 1% given the same time period spent casting.
