As far as I'm aware, rollhacks should be impossible. There's no reason the /roll RNG should be run on your computer then sent to blizzard. It's almost certainly run on the server, meaning it should be secure. Of course that's hypothetical and for server performance the number may be generated on your PC... if this is the case then a hack is possible but I severely doubt blizz would sacrifice a small amount of server performance for this insecurity.

Well, this one time when I was being boosted through SM (this was a looong time ago, now), the other one being boosted except me rolled 97~100 on everything... Man, that was annoying.
Always expected that it was some kind of hack. No idea though.

Well, a long time ago in The Deadmines, there was one that rolled 100 5 times in a row on the items he needed that others aswell rolled on. And when he got 100 he just said; "It's mine" or something like that. He didn't act suprised at all when he got not 1, not 2, but 5 100 in a row. Just the regular; "It's mine" (that was answered like 1 sec after).

In theory...
but I'd assume they'd re-seed the RNG with something more unique than time before doing each roll... e.g.srand(accountId * time);

If it's anything like the loot tables, it will be an RNG table populated based on a seed using the timestamp of the occurence (zoning in\using /roll) down to a millisecond accuracy.
So it's unlikely they do, no.
Random rolls are random.

I'm fairly certain that the /roll commands are processed server side.
Unless Blizzard has left a huge back door into their servers that allows you to manipulate server-side results with a client-side modification, roll hacks are very unlikely.
Note that if you're on master looter, and not "need before greed", that you need to watch for folks doing /roll 100-100. Silly thing to bring up, I know, but I've met people who weren't aware of that trick.

There is no way to 'hack' rolls. I have had certain luck on some toons that $%^&ed off people. on one mara run, I won everything I made greed rolls on. If someone needed, they got, but if the whole party passed/greeded, I won the item. Two pulls before princess they boot me saying I had roll hacks.

Hacked rolls = myth.
Some people are just damn lucky. I rolled 99 on the Fiery Warhorse the first time I went to Kara, and then someone beat me with a 100. That sucked.
Random rolls are random. Don't %^&* off the RNG gods.
