They already are undodgeable, unblockable, unparriable (ranged) melee attacks (in that they use the melee hit%, rather than spell hit%). I haven't tried spell reflecting it though. But that's what we know so far as confirmed.

They're considered melee, since I get AP bonus from

Doesn't that say "melee or RANGED damage"? Or am I missing something?

The OP asked if it's Melee or Spell...
Oh, okay. Got it now. I was mixing spell and ranged together.

Yeah Judgement is a melee effect. Remember Judgements
can't
be Spell Reflected by Warriors.

And can be used from behind?
Imo Judgements are ranged attacks. But its easy to find out, really.
Get a rogue, have him pop evasion, and judge him.
Try this several times: if you happen to miss, with like pve hit cap, then they are ranged.
If you hit all the times, its melee.
I know for sure that HoW is a ranged attack and not a spell, these could be somehow related.

Well, that's basically the test, isn't it? But instead of finding a rogue, who cares? Just keep the Recount stats in your next boss fight. If you're hit capped and you never miss, it's a ranged attack. If you miss at all, it's a spell. No Paladin (of any type) should be spell-hit capped...

It may have changed since the recent patches, but go do AQ40. paladin judgments work on both of the twin emperors. one of them is immune to magic, and the other one is immune to physical.

Resistable Melee attacks that cannot be dodged/blocked/parried and bypass through armour.
Its classed as a (ranged) melee attack (thus uses melee hit) but acts as a spell.
It also gets reduced (afaik) by a Death Knights, AMS and AMZ. And is also locked out with the silences / interrupts mentioned earlier.
Its basically both. But it uses melee hit.
(( Tested on a warrior and it does NOT get reflected. ))
I do know that HoJ can be spell reflected.
